Darrell Joyner - Sheriff's Departmen= <br /> <br /> Mr. Jim Cook, Social Services Director, reported that Ms. Betty Lovell was <br />unable to be present for the meeting. Ms. Lovell worked as an In Home Aide from <br />August 22, 1988 to October 31, 1997. The Plaque of Appreciation will be <br />delivered to Ms. Lovell. <br /> <br /> Ms. Ruby F. Aldridge, Chair of the Cabarrus County Board of Elections, <br />recognized Ms. Betty Garmon on her retirement. Ms. Garmon worked for the Board <br />of Elections full time since 1991, part-time since 1986, and at the precinct for <br />a number of years prior to that time. <br /> <br /> On behalf of the Board, Commissioner Carpenter presented a plaque to Ms. <br />Garmon in appreciation for her service to Cabarrus County. <br /> <br /> Sheriff Robert Canaday recognized the following individuals on their <br />retirement. <br /> <br />Mary K. Darrell Joyner, Lieutenant, Sheriff's Department - April 21, <br />1971 - December 31, 1997 <br /> <br /> On behalf of the Board, Commissioner Carpenter presented a plaque to each <br />individual in appreciation for their service to Cabarrua County. <br /> <br /> Mr. Hartsell offered his personal thanks to Chief Anderson, Captain Gilmore <br />and Lieutenant Joyner for their service to the community. <br /> <br />UNFINISRED BUSINESS <br /> <br />Rezoning Petition 97-17 bY Celeste B. Montgomery to Rezone Property on H~shway <br />73 East from Medium Density Residential to Low Density Residential - Special Use <br /> <br /> Mr. Brad Lagano, Senior Planner, gave a brief review of Petition 97-17 by <br />Ms. Celeste Montgomery. He reported that he and Ms. Montgomery had discussed coat <br />and benefits associated with a modular unit and a double wide mobile home unit. <br />Also, Mr. Lagano advised that he and Mr. Mike Downs, Zoning Administrator, had <br />visited the site and were recommending that a buffer zone of evergreen trees be <br />established on the property line between the Montgomery and the Medltn property <br />in the event the Medlin property is developed at some time in the future. He <br />indicated that Ms. Montgomery had agreed to this condition as well as to the <br />placement of the mobile home on the same site as a previous mobile home. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Commissioner Barnhart and <br />unanimously carried, the Board listed the findings of fact as set forth below and <br />approved Petition 97-17 by Celeste Montgomery to rezone property on Highway 73 <br /> <br /> <br />
