Cabarrus C&D landfill & Recycling Center Job No, 98001 <br />Operations Plan 02/11/98 <br /> <br />traffic. The entranceway island will be split to provide access to the Recycling Area <br />Convenience Center. The entrance area and island will be vegetated with hardy evergreen <br />bushes and seasonal blooming trees. An irrigation system will be installed along the <br />entrance area to provide sufficient watering. The entrance and exit areas along FIowes <br />Store Road will be seeded to provide a dense grass cover. This area will be maintained to <br />provide the required Department of Transportation sight distances. <br /> <br />2.2 Recycling Center <br /> <br />A recycling center will be operated for Cabarrus County residences. The initial plans are to <br />propose a recycling area convenience center to accept yard waste materials for composting <br />and mulching services. This service will be provided on an as needed basis for the County. <br />The proposed convenience center and mulch stockpile area locations are shown on the <br />Site Plan. <br /> <br />The incoming C&D waste volume will also be recycled as much as practicable. Initial <br />estimates anticipate on the order of 20 percent of the incoming waste volume to be <br />recycled. The percent of waste recycled is anticipated to increase each year of operation. <br /> <br />2.3 Access and Security Requirements <br /> <br />The site will have controlled access with the use of entrance gates. The remainder of the <br />site has wooded buffer zones that prohibit vehicular traffic. Access roads to the site shall <br />be of all weather construction and maintained in good condition. <br /> <br />A secudty check station and weigh scales are located at the landfill entrance to evaluate <br />the incoming waste for proper disposal. An attendant will be on duty at the site at all times <br />while the landfill is open for public use to assure compliance with operational requirements. <br />6 <br /> <br /> <br />
