The number of nominations shall be <br />at least 150 percent of the number of private sector individuals to be appointed in the <br />county. Such nominations, and the individuals selected from such nominations, shall <br />reasonably represent the industrial and demographic composition of the business <br />community. Whenever possible, at least one-half of such business and industry <br />representatives shall be representatives of small business (500 or fewer employees), <br />including minority business. All private sector representatives must be active with their <br />company or business (non-retiree). <br /> <br />Private sector representatives, Who shall constitute a majority of the membership of the <br />WDB, shall be owners Of business concerns, chief executives or chief operating officers of <br />non-governmental employees, or other private sector executives who have substantial <br />management, recruitment, hiring, or policy responsibility. <br /> <br />Education representatives shall be selected from among individuals nominated by local <br />educational agencies, vocational education institutions, institutions of higher education, or <br />general organizations of such agencies and institutions, and by private and proprietary <br />schools or general organizations of such schools in the county. <br /> <br />Labor representatives shall be selected from individuals recommended by recognized State <br />and local labor federations. <br /> <br />The remaining members of the WDB (Vocational Rehabilitation, Public Assistance, <br />Economic Development, Public Employment Service) shall be selected from individuals <br />recommended by interested organizations. <br /> <br />Representatives of Organized Labor and Community-Based Organizations Shall constitute <br />not less than 15 percent of the membership of the council (Total for all 6 Centralina SDA <br />cou~tie.s). <br /> <br />The Centralina Workforce Development Board meets every other month. The WDB is <br />designed to be the all-encompassing planning board/council for the development of a <br />comprehensive workforce development plan for the region. The WDB initiates planning, <br />coordination, and integration of various workforce preparedness services at the local level, <br />in addition to compiling labor market information and conducting analysis. The Workforce <br />Development Board plays a key role in the new block grant/workforce development system <br />designed to better meet the needs of dislocated workers and other individuals seeking to <br />enter or re-enter the labor force. Among the duties of the WDB, the chartering of <br />JobLink/One-Stop Career Centers is one of the most important since the centers have <br />direct, daily contact with citizens in the counties. The WDB is also responsible for <br />assuring local JobReady (School-To-Work), Work First and Welfare-To-Work (welfare <br />reform) programs and services are properly coordinated in a seamless delivery system <br />throughout the region. <br /> <br /> <br />
