Odeil is very near capacity, while Northwest Middle and High schools are well over their capacity. <br />With the extremely large number of proposed lots in Highland Creek, Mr. Kluttz has stated that unless <br />additional resources are provided for school property and construction, this proposed development should <br />be denied. <br /> <br />Sheriff'S Dept: Phil Patterson <br /> <br />The Sheriff's Department will be able to provide adequate service to the proposed development without <br />straining existing personnel or facilities. <br /> <br />Soil Conservation: Dennis Testerman <br /> <br />Mr. Testerman was glad to see that the proposed development set aside a large amount of greenway area <br />along Clarke Creek <br /> <br />WSACC: Mark Lomax <br /> <br />WSACC agrees that the public facilities are adequate for it's wholesale wastewater transportation and <br />treatment services and has agreed to accept the anticipated wastewater flows. Since the proposed systems <br />are to be constructed in accordance with WSACC's standard specifications, adequate services will be <br />provided within this subdivision. <br /> <br />Zoning and Subdivision Regulation: Mike Downs and Mike Byrd <br /> <br />The proposed development was originally approved in 1990 as a Planned U~ait District (PUD). Although <br />the current zoning is MDR, the proposal reflects the PUD concept. The developers are maintaining that <br />they have a vested right to develop a maximum of 1,134 single family dwelling units based on the 1990 <br />approval. <br /> <br />Conclusions: <br /> <br />Westbrook Highland Creek, LLC has submitted this preliminary plat for <br />approval by the Cabarrus County Planning and Zoning Commission. <br /> <br />The subdivision is residential in nature. It consists of 847 lots. Each lot will <br />have access to water and sewer service provided by the City of Concord. <br /> <br />At build-out, this subdivision may add approximately 508 children to the <br />school district. Please see Exhibit 2 for information pertaining to the <br />addition of children to the school system. <br /> <br />Currently, J.N. Fries Middle, Northwest Cabarrus Middle, Central Cabarrus <br />High, and Northwest Cabarrus High schools have been "capped" by the <br />school board and are not enrolling students at this time. <br /> <br />There are numerous other subdivisions located in this school district that <br />currently have approved lots.
