Proposals Bids shall be submitted in sealed envelopes beadng the address of the Owner, the name of the Project, and Bidder's name and State License Number. Place for Receiving Bids Bids will be received at the offices of Cabarrus County Government Center, Board of Commissioner Meeting Room, 2'= floor, 65 Church Street Southeast, Concord, North Carolina 28025. Late bids will not be considered. Time for Receiving Bids 3:00 p.m. Date for Receiving Bids Tuesday December 9, 1997 Bid depositJbond requirements Bid Deposit: All bids must be accompanied by a bid deposit. Note Carefully... This deposit may take the form of cash, certified check, cashier's check, or bond, and must be in the amount of at least 5% of the bid. The bond must be "executed by a corporate Surety licensed under the laws of NOrth Carolina" to execute such bonds (G.S. 143-129). The cash, cashier's check, or certified check may be retained if the successful bidder fails to enter into the proposed contract. The above bid deposit is required by State Law and may not be modified. Bidders should therefore comply with this requirement carefully and specifically. If a bid bond is utilized, the Surety must be a corporate Surety authorized to do business in North Carolina. Bank money orders, uncertified checks, telegraphic money orders, etc., are not acceptable forms of bid deposits. Bid deposits of unsuccessful bidders will be returned as soon as the contract is awarded. The successful bidder's deposit will be returned upon proper and complete execution of the contract. All bids of $30,000 or more require County Commissioner's approval. Once bids are opened, final Commissioner's approval will be requested at the next regular meeting thereof. Award of Bid Bids shall be awarded to the lowest responsible bidder taking into consideration quality, past performance and the time specified in the proposals for the performance of the contract. Each bidder shall submit a proposal on the enclosed bid proposal form provided. The bid must be signed by an authorized official of the firm. Bids may be rejected if they show any omissions, alterations of form, additions not called for, conditional bid, or any irregularities of any kind. The County reserves the right to reject any or all proposals. It further reserves the right to waive formalities and technicalities insofar as it is authorized to do so, where it deems it advisable in protection of the best interest of the County.
