219 <br /> <br /> Commissioner Mills moved to refer the matter lhvolving the Hawtck Commons <br />Subdivision back to the Planning Board with instructions to check the zoning and <br />subdivision ordinances relative to a decision that is consistent with the <br />ordinances. Chairman Casper seconded the motion. <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, reported that the <br />Planning and Zoning Commission had voted 5 to 2 to deny preliminary plat approval <br />for the Hawick Commons Subdivision based on transportation issues. The developer <br />is appealing this decision to the Board of Commissioners and has submitted an <br />independent traffic impact analysis. <br /> <br /> Commissioner Barnhart commented briefly on growth management issues and the <br />current work by the Alternative Revenues Task Force. <br /> <br /> UPON MOTION of Commissioner Mills, seconded by Chairman Casper with <br />Commissioners Mills and Carpenter and Chairman Casper voting for and <br />Commissioners Bar.hart and Niblock voting against, the Board referred the Hawick <br />Commons Subdivision issue back to the Planning Board with instructions to check <br />the zoning and subdivision ordinances relative to a decision that is consistent <br />with those ordinances. <br /> <br />Adoption of Resolution Endorsin~ a Multi-Jurisdictional Plannln~ Effort <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Casper and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />INTERGOVERNMENTAL AGREEMENT RESOLUTION <br /> <br />A RESOLUTION ENDORSING AN INTERGOVERNMENTAL AGREEMENT AMONG CABARRUS <br />COUNTY AND THE MUNICIPALITIES OF CONCORD, KANNAPOLIS, HARRISBURG AND <br />MOUNT PLEASANT TO INITIATE THE PREPARATION OF A COUNTYWIDE <br />THOROUGHFARE OVERLAY PLAN INTENDED TO, ENHANCE THE QUALITY AND <br />COMPATIBILITY OF DEVELOPMENT, CONTROL FUTURE TRAFFIC CONGESTION, <br />PROMOTE ECONOMIC DEVELOPMENT AND PROTECT SCENIC CHARACTERISTICS <br />ALONG PRINCIPLE CORRIDORS THROUGHOUT CABARRUS COUNTY. <br /> <br /> WHEREAS, elected officials from the County and respective <br />municipal jurisdictions have undertaken efforts to strengthen <br />relations through increased cooperation and communication on <br />intergovernmental issues; and <br /> WHEREAS, the various governments, have adopted Comprehensive <br />Plans, and zoning regulations pursuant to the authority contained in <br />the North Carolina General Statutes Chapters 160A and 153A; and <br /> WHEREAS, these documents serve as the primary regulatory <br />instruments for each government to manage the general pattern of <br />growth and protect the health, safety and welfare to enhance the <br />quality of life in Cabarrus County; and <br /> WHEREAS, area plans have been preparad through Joint planning <br />efforts with neighboring jurisdictions to ensure compatibility and <br />coordination in the review and regulation of various land uses and <br />interjurisdictional transportation improvements; and <br /> WHEREAS, adoption of Thoroughfare Overlay regulations within <br />each government's respective Zoning Ordinance jurisdiction are <br />intended to serve as tools to guide physical development and to <br />protect and enhance property values along principle corridors by <br />encouraging appropriate land usage through the application of <br />specific design criteria; and <br /> WHEREAS, the various governments have expressed an interest in <br />defining methods and opportunities to improve the character and <br />image of the overall community by adopting a uniform, <br />intergovernmental Thoroughfare Overlay Zone Regulation Program to <br />promote the protection and enhancement of principle transportation <br />corridors in Cabarrus County for the general welfare of county <br />residents and its visitors; and <br /> WHEREAS, Cabarrus County and the municipalities of Concord and <br />Kannapolis have adopted, in their respective zoning codes, Corridor <br />Overlay and Thoroughfare Protection Overlay Districts as a basis to <br /> <br /> <br />
