220 <br /> <br />establish additional development requirements and standards to <br />create functional design relationships along major thoroughfares; <br />and <br /> WHEREAS, these efforts are considered to be the first steps <br />towards establishing goals, identifying issues and developing <br />subsequent recommendations to implement various transportation and <br />land development improvements which enhance the quality of life in <br />Cabarrus County; <br /> NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners <br />of Cabarrus County that said Board hereby endorses entering into an <br />intergovernmental agreement with the municipalities of Concord, <br />Kannapolis, Harrisburg and Mount Pleasant for the purpose of <br />preparing and subsequently adopting a Countywide Comprehensive <br />Thoroughfare Protection Plan integrating each governments corridor <br />planning efforts into uniform regulations. <br /> Adopted this 16th day of December, 1996. <br /> <br />ATTEST: <br />/s/ Frankie F. Buckley to the Carolinas <br />Partnership Board of Directors for a term of one year ending December 31, 1997. <br />Mr. Buckley fills the position previously held by Mr. Kenneth Propst. <br /> <br />Appointment - Nursin~ Home Community Advisory Committee{l> <br /> <br /> Chairman Casper nominated Dr. 0ten J. Hill, Sr. for reappointment to the <br />Nursing Home Community Advisory Committee. <br /> <br /> Commissioner Barnhart moved that nominations be closed and Dr. Hill <br />appointed by acclamation. <br /> <br /> The Board by acclamation reappointed Dr. 0ten J. Hill, Sr. to the Nursing <br />Home Community Advisory Committee for a term of three years ending December 31, <br />1999. <br /> <br />Appointments - Tourism Authority <br /> <br /> Chairman Casper nominated Mr. Frank W. Clifton, Jr. for appointment to the <br />Tourism Authority and nominated Mr. John Dysart, Mr. Joe Phelps and Mr. Jeff <br />Austin for reappointment to the Authority. <br /> <br /> UPON MOTION of Chairman Casper, seconded by Commissioner Barnhart and <br />unanimously carried, the Board approved the following appointments/reappointments <br />to the Tourism Authority. <br /> <br />Mr. Frank W.
