22I <br /> <br /> UPON MOTION of Commissioner Carpenter, seconded by Commissioner Mills and <br />unanimously carried, the Board appointed Commissioner Barnhart and Chairman <br />Casper to the Cabarrus County Economic Development Corporation Board of <br />Directors. <br /> <br />Appointment of Commissioner Member to the Board of Health <br /> <br /> UPON MOTION of Chairman Casper, seconded by Commissioner Barnhart and <br />unanimously carried, the Board appointed Commissioner Carpenter as the <br />Commissioner member to the Cabarrus County Board of Health. <br /> <br />N. C. Association cf County Commissioners Legislative Goals Conference <br />A. Desi~nation of Votin~ Delegate <br />B. Discussion of Proposed Le~lslative Goals <br /> <br /> Commissioner Carpenter nominated Chairman Casper as voting delegate to the <br />North Carolina Association of County Commissioners Legislative Goals Conference <br />on January 9 - 10, 1997. The Board agreed to the designation of Chairman Casper <br />as voting delegate. <br /> <br /> There was general discussion regarding the proposed Legislative Coals <br />recommended by the North Carolina Association Board of Directors in the following <br />areas: Taxation and Finance; Public Education; Environment; Planning, Lend Use <br />and Development; Correction; Human Resources; and General Government. Board <br />members expressed concern that the local option one cent sales tax was not <br />included in the recommended Legislative Goals. Chairman Casper indicated that <br />she would take up the issue of the local option one cent sales tax at the <br />conference. Also, Board members will discuss this issue with the local <br />legislative delegation. <br /> <br /> UPON MOTION of Chairman Casper, seconded by Commissioner Carpenter with <br />Chairman Casper and Commissioners Carpenter and Mills voting for and <br />Commissioners Barnhart and Niblock voting against, the Board adopted the <br />Legislative Coals agenda as sent to the Board by the North Carolina Association <br />of County Commissioners. The Legislative Goals agenda is on file in the office <br />of the County Manager. <br /> <br />Road Closin~ Requests <br /> <br /> Mr. Hartsell presented the following requests to close easements dedicated <br />for public roads: Mr. John Belk - 500 feet of Woodsdale Drive and all of Country <br />Side Drive, Township 6; and Mr. and Mrs, E. L. Peele - 300 feet of King Arthur <br />Court, Township ~. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Chairman Casper and <br />unanimously carried, the Board adopted the following Resolution. <br /> <br />NORTH CAROLINA <br /> <br />CABARRUS COUNTY <br /> <br />RESOLUTION DECLARING INTENT TO <br /> CLOSE EASEMENTS DEDICATED <br /> FOR PUBLIC ROADS <br /> <br /> WHEREAS, at the December 16, 1996, meeting of the Board of <br />Commissioners for Cabarrus County (the "Board"), the Board <br />acknowledged receipt of a Petition to adopt a Resolution and Order <br />closing approximately five hundred (500) feet of Woedsdale Drive and <br />closing Country Side Drive between Woodsdale Drive and Twinkle <br />Drive, in Township 6, Cabarrus County, North Carolina, both more <br />particularly described in Map Book 10, Page 77, In the Office of the <br />Register of Deeds of Caharrus County (the "Roads"); and <br /> W~EREAS, pursuant to N.C.G.S. 153A-241, it is the intention of <br />the Board to conduct a public hearing to close the Roads; and <br /> WHEREAS, the Board desires to notify the public regarding said <br />public hearing on the issue of closing the Roads. BE IT THEREFORE, RESOLVED THAT: <br /> 1. A meeting and public hearing on the closing of <br />approximately five hundred (500) feet of Uoodsdale Drive and all of <br />CounLry Side Drive, Town,ship 6, Cabarrus County, North Carolina, <br />shall be held before the Board at 7:00 P.M., on the 21st day of <br />January, 1997, or as soon thereafter as persons may be heard. <br /> 2. This Resolution declaring the Board's intent to close <br />easements dedicated for Public roads he published in The Independent <br /> <br /> <br />
