STAFF ANALYSIS -- PETITION 97-06 <br /> <br />Background: <br /> <br />The Petitioner is requesting a zoning change from Low Density Residential to Limited <br />Commercial because he needs office and storage space and wants to build an office building for <br />his electrical contracting business. He plans to put the office building on the back four acres of <br />the property and anticipates that it will not be visible from the street. Mr. Foster originally <br />requested a change to General Commercial zoning, but has reconsidered due to the concerns <br />brought up at the Planning and Zoning Commission meeting. Limited Commercial zoning is <br />more compatible with the surrounding land uses and zoning. <br /> <br />Surrounding land use and zoning: <br /> <br />This property is adjacent to W.R. Odell Elementary School and the Odell Volunteer Fire <br />Department to the south and east. There are three small businesses across Davidson Highway <br />and the remainder of the surrounding land is developed as rural or Iow density residential. The <br />zoning for almost all of the surrounding area is Low Density Residential. The properties on the <br />north side of Davidson Highway from Odell School Road, extending approximately 2500 feet to <br />the west, are zoned Limited Commercial. East of Odell School Road is the watershed overlay <br />zone for the Coddle Creek Reservoir which permits only very low density residential <br />development. <br /> <br />Impacts: <br /> <br />The proposed zoning and uses for this land are consistent with the surrounding uses and zoning. <br />The bufferyard requirements should mitigate the impacts of this development on the surrounding <br />residential tracts. The relatively small size of the tract, the sloping topography and the lack of <br />water and sewer in this area would limit most more intensive uses from developing. <br /> <br />The transportation impact for the proposed uses is not significant. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of this petition. <br /> <br />Analysis submitted by Linda Giltz <br /> <br />4/14/97 Petition 97-06 <br /> <br /> <br />
