Bonds <br /> Clerk to the Board <br /> (Seal) ~ <br /> <br />Cellular and PCS Communication Towers - Second Public Hearin~ - 7:00 P.M. <br /> <br /> Mr. Jonathan Marshall, Planning Services Director, briefly reviewed the <br />proposed ordinance to temporarily suspend the issuance of permits for <br />com~unication towers. He stated staff had notified a number of provider~ and <br />published the notice for the second public hearing. <br /> <br /> Chairraan Casper opened the public hearing at 7:10 P.M. and asked if anyone <br />were present who wished to address the Board regarding the proposed ordinance. <br /> <br /> Mr. Reid Pinkham of 21521Steppaslde Lane in Mooresvllle and Reel Estate <br />Construction Manager for BellSouth outlined on-going efforts by the communication <br />companies to co-locate towers. He stated it was beneficial for companies to <br />share space on towers and minimize construction of new towers. <br /> <br /> Mr. Michael Garrett of 1820 Cumberland Avenue, Charlotte, and Ms. Cindy <br />Smith of AT&T Wireless Service also addressed the Board regarding the cooperative <br />efforts by communication companies to co-locate towers. ~ <br /> There was no one else p~esent to address the Board, and Chairman Casper <br />closed the public hearing at ~20 P.M. <br /> <br /> UPON MOTION of Commissioner Barnhart, seconded by Commissioner Carpenter <br />and unanhnously carried, tile Board adopted on second reading the following <br />Ordinance. <br /> <br />Ordinance No. 1997-04 <br /> <br /> AN ORDINANCE TEMPORARILY SUSPENDING <br /> THE ISSUANCE OF <br />ZONING PERMITS FOR CELLUL;d{ AND PCS TELEPHONE <br />COMMUNICATION TOWERS <br /> <br />WHEREAS, the increased use of wireless communications, and evolving <br /> wireless technology, has created an increase in the need for <br /> communication towers, and i <br /> <br />WHEREAS, advances in technology allow Cabarrus County, the City of <br /> Kannapolis, the City of Concord, the Town of Harrisburg and <br /> the Town of Mt. Pleasant to impose additional requirements <br /> upon the installers of these towers wlthout creating an undue <br /> burden upon such installers, and <br /> <br />~{EREAS, additional incentives or regulations appear to be necessary <br /> in order to encourage applicants to share sites when <br /> plausible, and <br /> <br />WHEREAS, the proliferation of communication towers without proper <br /> design and location review is detrimental to the health, <br /> safety, and welfare of the citizens of Cabarrus County, the <br /> City of Kolm~lllolJ~, tile city of Concord, the Town of <br /> Ilarrisburg, and che Town of Mt. Pleasant, and <br /> <br />WHEREAS, Cabarrus County and the municipalities need a reasonable <br /> amount of time to properly draft the necessary changes to the <br /> respective zoning ordinances, now, therefore: <br /> <br /> <br />
