However, there are other considerations. <br /> <br />Each vendor only achieved about 95% accuracy, meaning about 5% of tlre filmed documents <br />were not readable. The current in-house operation has a 100% accuracy rate. It is important to <br />note that the film must be 100% accurate because the original documents are destroyed after <br />microfilming. Therefore, if you choose to outsource to either vendor it will be necessary for <br />County employees to view all microfilm produced, which will require approximately 480 hours <br />annually, valued at $5,760. Of course, additional employee time would be required for the <br />reprocessing of unreadable documents once identified, but quantification of that time would be <br />difficult. <br /> <br />A second consideration is tire quality of the readable images. It was the consensus ofa 7 member <br />committee representing 5 user departments that the highest quality images were produced <br />in-house, £oIlowed by those of Microfilm World, with Reliable Microfihning rated last. <br /> <br />A final consideration is the security and confidentiality of documents, particularly those from the <br />Sheriff's Department (a memo f?om the Sheriffregarding this issue is attached). <br /> <br />Conclnsion <br /> <br />Based on quality and accuracy, the user committee recommended retaining the in-house <br />microfilming operation.
