Planning and Zoning Commission Minutes <br />June 20, 1996 <br /> <br />Page 2 <br /> <br />Mr. Michael Byrd, Staff Members, addressed the Board presenting <br />Petition 96-03 and Staff Analysis stating the James requested the <br />property across the road be rezoned to R-4 which is the highest density <br />residential in the City of Concord. It was rezoned by the City of <br />Concord in February, 1996. Mr. Byrd said R-4 from Concord allowed <br />14 units per acre, the County's HDR will allow 18 units per acre. <br />Public water and sewer are available and the adjoining property <br />owners have been notified. Mr. Byrd said the staff had a really <br />difficult time deciding which way to recommend this rezoning. He <br />said if the Board approve it, it will allow multi-family residential <br />which would not comply with adjacent land use. The staff could not <br />essentially decide which way to go, so we decided to leave it up to the <br />Board. <br /> <br />Mr. Mike Downs, Zoning Administrator, stated that all of the smaller <br />lots on Roberta Road are also owned by Mr. James along the front. <br />The difference between the tracts now is that medium density allows <br />multi-family but only at a ratio of 4.4 units per acre. The high density <br />is going to allow it at 18 units per acre. <br /> <br />The Chair opened the Public Hearing on Petition 96-03 asking if anyone would like <br />to speak tbr or against this petition to come forward. <br /> <br />Mr. Ferrell James, Petitioner, stating there are actually two parcels of <br />land, one is a 45 foot right-of-way that is access to the property, and <br />the land across the road which is part of this same property which is <br />zoned R-4 which allows 14 units. He said the other land would be <br />high density which will be 18. He said if they get this property <br />rezoned they might could put a little apartment there. Mr. James said <br />it would be the best thing for them since they are going to do <br />apartments across the road. <br /> <br />Mr. Moose asked Mr. James how many units can he build with what <br />is left now7 <br /> <br />Mr. James said he does not know. This is just for possible future <br />development because quite a bit of it is in the flood plain. <br /> <br />Mr. Moose asked Mr. Downs how many units could he put on 2 <br />acres. <br /> <br /> <br />
