Planning and Zoning Commission Minutes <br />November 21, 1996 <br /> <br />Page 2 <br /> <br />He said there is a single access point to this development, and <br />minimal road frontage precludes a second entrance. The plan does <br />include access to the properties north and south of this parcel to <br />eventually provide a second and third access. Mr. Marshall said <br />the biggest issue is where Blackwelder Road intersects with <br />Highway 49, there will be a median when that road is improved <br />over the next three to five years. That median, if constructed that <br />way, will prevent left turns from east bound Highway 49 on to <br />Blackwelder Road. The next median cut will be at Pharr Mill Road <br />and require U-Turns to get back to this subdivision. Mr. Marshall <br />said the staff had made a note that the customized development <br />standards require a level three buffer yard around the perimeter, <br />that is not entirely accurate. It requires a level three buffer yard in <br />the front for buffering. The designer has instead shown a distance <br />of 200 to 250 feet for buffers, so they do meet the buffer yard <br />requirements. That is not a issue with this subdivision. Mr. <br />Marshall said Mr. Steve Wilson is here tonight to address this <br />further. He is with the designer DPR Associates. <br /> <br />Mr. Steve Wilson, addressed the Board stating that Mr. Ted <br />Futerol, First Colony Group, is here tonight to basically answer any <br />questions that the Board may have. He then presented the Board <br />with pictures of the site. <br /> <br />Mr. Moose asked Mr. Wilson what type of houses was he planning <br />on putting out there. <br /> <br />Mr. Wilson said probably anywhere from 1800 to 2500 square feet <br />in the 100 to 130 thousand dollar range. <br /> <br />Mr. Wilson said he has been working with Jonathan Marshall to <br />make sure that the site meets every provision of the zoning <br />ordinance. <br /> <br />Ms. Harkey said she realizes that they have met all the <br />requirements in the medium density residential area. She said she <br />feels like that it is going to be really jammed packed, and it <br />concerns her that there is only one entrance into the subdivision. <br /> <br /> <br />
