PROPOSED GOALS - 1995 <br /> ItUMAN SERVICES <br />Consolidated Human Services <br />Seek legislation to repeal the population limitation of G.S.153A-77 that prevents counties from <br />choosing to consolidate human services programs. <br /> <br />*Fundin~ for Public Health Services <br />Support additional funds to provide comprehensive health services to disadvantaged children, <br />such funds to be distributed in accordance with the public health equity funding policy. <br /> <br />*School Health Services <br />Support the appropriation of state funds in accordance with the Basic Education Program to <br />provide school health nurses, with funds to be allocated based on a collaboratively written plan <br />developed by the local health department and the local education agency. <br /> <br />Certificate of Need <br />The Association will oppose any attempts to remove home health services from the requirements <br />of the Certificate of Need process. <br /> <br />Health Care Refrain <br />Support health care reform legislation that incorporates the following principles: <br /> <br />· A reformed health care system must guarantee every citizen quality comprehensive health care <br />services that emphasize disease prevention, health promotion and improved health status. <br /> <br />oA reformed health care system should be financed on a national or state basis. <br /> <br />· The redesigned state health care system must assure that necessary services are available in all <br />parts of the state, including rural and urban areas that now are under-served. <br /> <br />· The important role of public health agencies as providers of care and public health services must <br />be recognized and must be an integral part of the system. This should be acknowledged by <br />funding public health functions and community-base prevention services with a set-aside equal <br />to 6% of the total annual health services expenditures for North Carolina. <br /> <br />· All health care providers, both public and private must be held accountable for the outcomes of <br />the system and must be given the tools to be accountable at state and local levels. <br /> <br />*Additional Fundina for Mental Health Services <br />Support additional state funding for facilities and services to the developmentally disabled, to the <br />severely mentally ill, to children with mental disabilities, and to those in need of alcohol and <br />drug abuse treatment in accordance with the state's long-range plans. <br /> <br />*Jordan-Adams Funds <br />Support legislation to appropriate funds to compensate for inflationary increases in the local costs <br />of state-mandated community mental health, health and social services. <br /> <br /> <br />
