The study shall be conducted on site at <br />the County offices. An entrance conference, at which the purpose, schedule, and <br />methodology of the study is explained to management personnel, shah occur. A major <br />requirement of the study is to address current staffing levels against the current workload, <br />and to provide a valid methodology for adjusting staffrequirements based on future <br />workload changes. The first phase of the project should be a snapshot of all areas of <br />County Government. An interim report outlining the first phase will be required after not <br />more than six weeks. This will allow the consultant to assist the County in identifying the <br />most likely areas to explore in greater depth. The County will create a project team of key <br />staffpeople to assist the consultant in identification of these areas. <br /> <br />The second and final phase of the study will provide for greater in-depth studies of those <br />areas of the County to be determined fi.om the six week interim report. Recommendations <br />resulting from this study should include implementation plans with tinae fi'ames and fiscal <br />impact statements. A draft report, which contains the methodology, assumptions, facts, <br />conclusions, and recommendations with implementation schedules and fiscal analyses shall <br />be submitted to the County Manager. The final study report shall be submitted to the <br />Board of Commissioners. Two exit conferences shall be held, one with County Manager <br />and one with the Board of Commissioners to discuss recommendations and conclusions. <br /> <br />The final product of the study should also provide a written analysis of each County <br />Department, covered in these in-depth studies, to specifically address the following <br />questions and areas of study: <br /> <br />a) <br /> <br />The consultant will review each department's organi?ational structure, staffing, <br />work flow processes and procedures, and administrative support in order to make <br />recommendations on how the department can achieve the desired effectiveness in <br />the most efficient manner. <br /> <br />b) <br /> <br />The consultant will develop a methodology for assessing staff-to-workload <br />requirements, and that will allow for adjustment as work flow changes occur in the <br />future. <br /> <br />c) Is the management structure in each department adequate and efficient? <br /> <br /> <br />
