Co <br /> <br />Where a Traffic Impact Analysis, the Planning Staff, or Planning and Zoning <br />Commission deter-ti-tines it is necessary, a divided entrance, or second <br />entrance will be required for a subdivision or development. A divided <br />entrance shall be four travel lanes from the intersection with the public road <br />system to the first intersection within the development. A second entrance <br />may be accomplished by a second intersection with the public road system or <br />interconnection with an adjoining subdivision that accesses the public road <br />system. <br /> <br />Where a tract of land to be subdivided borders on a proposed thoroughfare <br />or a road requiring improvement as indicated in the KANLACON and <br />County Thoroughfare Plans, the owner/developer will be required to <br />dedicate the necessary fight-of-way for the proposed improvement. When <br />dedication is required the developer may reduce lot size to 95% of that <br />required by the underlying zoning. The number of lots created after the <br />reduction may not exceed the number that could have bcc~n creatc~d had no <br />dedication been required. <br /> <br />Eo <br /> <br />Where a parcel to be subdivided is crossed by any part of the proposed right- <br />of-way for a thoroughfare included in the NC Transportation Improvement <br />Program, and the location of that right-of-way has been further defined by <br />accepted location procedures, the right-of-way for that thoroughfare shall be <br />reserved by the owner/developer. The reservation of the right-of-way shall <br />be for a period not to exccc~d three years from the date of approval of the <br />preliminary plat. During that period, however, the property may be acquired <br />by the State or other governmental unit at fair market value. <br /> <br />SECTION 4.12 <br /> <br />Reserve strips or non-access reservations that control access to roads, <br />waterways, parks or the like, shall be pemdtted only if their purpose, <br />location, dimensions, and manner of control are approved by the Planning <br />and Zoning Commission. <br /> <br /> MONUMENTS <br /> <br />Unless otherwise specified by this ordinance, the standards of practice for land surveying <br />as adopted by the North Carolina State Board of Registration for Professional Engineers <br />and Land Surveyors, under provisions of North Carolina General Statute Chapter 39, <br />Article 5A shall apply. <br /> <br />29 <br /> <br /> <br />
