SECTION 4.13 CONStRUCtION PROCEDURES <br /> <br />Construction or installation of improvements shall commence in a proposed <br />subdivision after the preliminary plat has been approved, and all plans and <br />specifications for roads, utilities and sedimentation and erosion control have <br />bcc~n approved by the appropriate authorities. <br /> <br />During the constructign phase the proposed road when adjoining an existing <br />paved road, shall have a gravelway of at least one hundred (100) feet in <br />length, eighteen (18) in width, with a gravel base of at least six (6) inches, to <br />help ellm~inate excessive mud and other such materials from being carried <br />onto the paved road. <br /> <br />Building or other Peiadts shall be issued only for the erection of a structure <br />on any lot of record prior to the adoption of this Ordinance or created in <br />compliance with this ordinance and meeting all requirements of applicable <br />State and local laws. <br /> <br />SECTION 4.14 ACTIVE RECREATIONAL SPACE IN THE FORM OF MINIPARKS <br /> <br />All residential development consisting of 30 or more lots or units, whichever is greater, <br />shall provide active recreational areas in the form of miniparks in an amount equal to at <br />least .0050 acres (218 square feet) per person per uni[z "Per person per unit" will be <br />computed using 1990 Census data for the census tract within which a development is <br />locat~l. To illustrate, ff a subdivision were developed with 100 units and census tract <br />information indicated an average of 2.5 Persons per household, 2.5 persons would be <br />mnltiphed by 100 units yielding 250 subdivision residents. Two hundred fifty residents <br />would then be multiphed by .0050 (218 square feet) yielding 1.25 acres or 54,500 square feet <br />required in minipark recreational space for the subdivision. <br /> <br />SECTION 4.15 PURPOSE AND STANDARDS FOR MIN~ARKS <br /> <br />Ao <br /> <br />Acceptable Types of Miniparks. The purpose of the minipark is to provide <br />adequate active recreational facilities for use by the residents of the <br />immediate surrounding neighborhood within the developmenL Examples of <br />facilities both serving active recreational needs and fulfilling the minipark <br />requirements of these regulations are: <br /> <br />· tennis courts <br /> racquetball courts <br />· swimming pools <br /> <br />30 <br /> <br /> <br />
