3. Furnish required sets of plans and specifications for use by Owner, regulatory agencies and Contractors. For services i, 2 and 3 the Engineer is to be paid by the Owner as indicated in Part IV, Number 10. Provide assistance in advertising for bids, securing a list of qualified bidders for the project, taking bids and advising the Owner as to the best bids to accept. 5. Prepare formal contract documents for award of contract. For services 4 and 5, the Engineer is to be paid by the Owner as indicated in Part IV, Number 9. The plans and specifications phase will terminate with the evaluating of bids, negotiating of proposals and preparing construction contracts. Part III - Engineering Services during Construction (if desired) After the awarding of construction contracts and upon written request from the Owner, the Engineer will provide part-time engineering services during construction. These services will include the following: Observation of the work performed by the Contractor to assure compliance with the plans and specifications and receiving first-class workmanship and materials. (See Item 8) 2. Preparation of monthly construction cost estimates for use as a basis for payment to the Contractor. (See Item 8) 3. Keep Owner fully informed as to the progress of the work and status of the project. 4. Issue instructions of the Owner to the Contractor and prepare Change Orders. 5. Provide assistance in tune-up and testing equipment. 6. Provide liaison between Owner, regulatory agencies and the Contractor. o Final inspection and certification of the project, including one set of blue line "Construction Record Drawings". (See Item 8) 8. A full-time resident for construction observation should be furnished by Owner.
