Planning and Zoning Commission Minutes <br />June 15, 1995 <br /> <br />Page 4 <br /> <br />the affect on the neighborhood. He said what they would like to <br />propose specifically is the area to the west of the Westside Bypass <br />which is Mr. Barbee's property where his house sits, they would <br />like for that to be zoned either LDR or MDR. The property on the <br />east side of the proposed Westside Bypass and north of Highway <br />73 which is about 65 acres, is what they would like to see zoned <br />MDR to accommodate Mr. Barbee's wishes, the wishes of his <br />daughter and the wishes of many of the neighbors. Mr. Sharp <br />asked the board to listen this property owner and consider what <br />else is out there beyond the industrial use. <br /> <br />Mr. Sharp said what they are proposing to do is change the zoning <br />line on the west side of the creek to the 100 year flood line instead <br />of the property line. That in effect should not have much effect on <br />Dogwood and their back side use of their property. <br /> <br />Mr. Scott Connell, Kannapolis Economic Development, addressed <br />the Board stating that this area is in an area that has been annexed <br />by the City of Kannapolis with a delayed action until 1999. Fie said <br />they would like to be able to protect that area for two things. One <br />to be able to continue to utilize the properties in that area for <br />similarly uses as it is today, and two for future economic <br />development. He said they are in favor of rezoning the properties <br />to the west side of the Westside Bypass to residential, the <br />properties from where the Westside Bypass going east to the <br />interstate, are already business related. Fie said from that <br />standpoint, they would like to keep this consistent from one <br />highway boundary, to another. <br /> <br />The Chair said the parcel to the west of the proposed bypass to her <br />seems logical to rezone that to residential since everything on that <br />side of the proposed bypass is residential. The Chair said Mr. <br />Austin agreed to the rezoning of his property. <br /> <br />Mr. Moose asked if this area is turned into Light Industrial, they <br />cannot build certain things onto their residence. Mr. Moose said he <br />believes that the board said that they could. <br /> <br /> <br />
