System or equipment vendor <br />Community served <br />Waste collection system in community served <br />Publ/c/private ownership <br />Design and operating capacity <br />Capital and operating costs <br />Compost product, market, and price <br /> <br />Using information available from the technical literature and follow-up phone calls, CDM will <br />address the status of the MSW composting facilities most similar to a facility that would serve <br />Cabarms County as well as the overall state of the MSW Composting industry. <br /> <br />Task 2 -Applicable Regulatory Requirements <br /> <br />CDM will perform a regulatory review to develop a list of the major required permits and <br />approval for a MSW composting facility. CDM will identify the issuing agency, major data and <br />analytical requirements, and will chart the approximate timing for obtaining each permit relative to <br />project implementation. CDM will present information, if available, concerning proposed Federal <br />or state legislation and regulation which would impact MSW composting in the future. <br /> <br />Task 3 - Facility Sizing Analysis <br /> <br />Based on existing and available data, estimated waste quantity projections, and available current <br />and projected levels of recycling, CDM will provide a general estimate of the size or waste <br />throughput capacity necessary for a MSW composting facility to serve Cabarms County's solid <br />waste management needs. This analysis is not intended as a rigorous analysis but rather intended <br />to provide a general estimate of design size for the purpose of developing cost estimates. <br /> <br />Cabarms County will provide CDM with updated information about their waste stream to use in <br />developing these estimated projections. Previous waste characterization analysis data will be <br />used to determine the portion of the waste stream that can be composted. <br /> <br />Task 4 - Compost Market Information <br /> <br />CDM will discuss, in general terms, potential markets for compost produced by a MSW <br />composting facility. Issues such as potential price range for compost, transportation requirements, <br />quality requirements, weather conditions, and storage space may be discussed. Assuming that the <br />primary method of utilizing the compost will be land application, CDM will estimate the amount <br />of land that will be needed to accept the compost on an ongoing basis. <br /> <br />Task 5 - Financing and Ownership Analysis <br /> <br />CDM will evaluate the advantages and disadvantages of public vs. private ownership of a MSW <br />composting facility for Cabarms County. In conjunction with the ownership evaluation, CDM <br />will examine available financing alternatives associated with both forms of ownership.
