Witherspoon, County Manager <br />D~d~ivloorhead, Personnel Officer <br /> <br />DATE: August 1, 1994 <br /> <br />SUBJECT: Request to Hire Above Job Rate - HVAC Technician III <br /> <br />We have found it difficult to fill the recent HVAC (Heating/Ventilation/Air Conditioning) <br />Technician III vacancy with a qualified person. The position has been advertised on two different <br />occasions in the Daily Independent, Concord Tribune and the Charlotte Observer. Each time we <br />had only two applicants for a combined total of four. Of those, three applicants did not meet the <br />advertised qualifications, including licenses in job-related skills. The one qualified applicant <br />requires a salary above job rate of the assigned salary scale. <br /> <br />John Page has interviewed this applicant, reviewed his work history and has recommended that he <br />be offered a starting salary of $31,618.49 (Salary Grade 66, Step 6, Level 1). The hiring rate for <br />this salary grade is $24,774.50 and job rate is $28,677.88. The recommended applicant has an <br />Associate Degree in Electrical Engineering Technology, ten years of HVAC experience, and holds <br />North Carolina heating, refrigeration and electrical licenses. The limited response during the <br />extended recruitment period and the applicant's qualifications justify hiring above job rate. <br /> <br />It is requested that this recommendation be presented to the Board of Commissioners for their <br />approval, as required by the Cabarrus County Personnel Ordinance.
