taken at each of the two surface water monitoring stations. Surface water monitoring is
only required on a semi-annual basis. The samples will be submitted to a certified
laboratory and analyzed for the Subtitle D, Appendix I constituents.

There will be four sampling events; two in which surface water samples will be taken.
The total number of samples collected during each of the two events when surface water
samples are taken will be 14 for a total of 28 samples. When surface water samples are
not required, the total number of samples per event will be 12 for a total of 24. The total
number of samples collected over the four sampling events will be 52. The samples will
be broken down as follows:

· 9
· 2
· 3

monitoring wells
surface water sampling locations (only 2 times)
quality assurance/quality control (1 trip blank, 1 duplicate sample,
and 1 equipment rinsate blank) as required by the NC Solid Waste
Rules

The regulations require that landfills collect a minimum of four independent samples for
each monitor well during the first sampling event to establish background concentrations.
At least one of these samples should be collected prior to October 9, 1994. The
remaining three samples may be collected over the next six months but prior to April 9,
1995. Costs associated with this task include analytical costs based on the above
referenced number of samples and on standard laboratory turnaround time. This task does
not include collecting readings from the methane gas wells. It is assumed that the County
will include the new gas wells in the current methane gas monitoring program.

TASK 5 - STATISTICAL ANALYSIS OF GROUNDWATER MONITORING
RESULTS

When the four baseline sampling events have been completed, CDM will evaluate the
results by two methods in accordance with the new rutes: (1) comparison to N.C. Ground
Water Standards (15A NCAC 2L .0202); and, (2) statistical analysis. CDM will first
examine the results and first determine which statistical test is the most appropriate from
among the approved methods in Rule .1632 (g) and (h). CDM will then perform the
required statistical calculations and include them in the report in Task 6.

TASK 6 - WELL INSTALLATION AND SAMPLING/ANALYSIS REPORT

When all of new monitoring wells have been installed and the first baseline ground and
surface water sampling event completed, CDM will prepare and submit a report
summarizing the following data prior to October 9, 1994:

· monitoring well completion records and report of activities

4of7
