1. Promote alternative fuel - such as natural gas, electricity, and clean fuel <br /> programs - for car fleets. Specifically, <br /> a. Join the Clean Cities Program of the U.S. Depmtment of Energy. <br /> b. Require use of alternative fuels by Charlotte-Mecklenburg <br /> government fleets. <br /> c. Encourage use of alternative fuels by government fleets in surround- <br /> lng counties. <br /> d. Encourage, recognize, and reward companies and organizations <br /> which use low-emission vehicles and alternative fuel vehicles in <br /> their fleets. <br /> e. Pursue legislation to allow tax or fee reduction for alternative fuel <br /> vehicles. <br /> <br /> 2. Encourage land use development that is oriented to bicycle and <br /> pedestrian use. <br /> <br /> 3. Develop an integrated, comprehensive transportation system link~ng <br /> bicycles, pedestrians, buses, and light rail. <br /> <br /> a. Incorporate pedestrian and bicycle considerations in urban design <br /> guidelines and development regulations. <br /> b. Include bicycle and pedestrian ways in local and regional transporta. <br /> tion improvement programs. <br /> <br /> 4. Take steps to improve regional air quality. <br /> <br /> a. Develop a process to order reformation of fuels and reduction of <br /> Reid vapor pressure for gasoline for the entire region. <br /> b. Develop a process to include the region as an area for the enhanced <br /> inspection/maintenance program. <br /> c. Encourage government fleets in the region to have enhanced <br /> inspection/maintenance. <br /> <br />5. Incorporate Intelligent Vehicle Highway System (IVHS) technologies in <br /> the region's transportation system. <br /> <br />6. Require construction of High Occupancy Vehicle (HOV) lanes on all <br /> new freeway projects, and on major thoroughfares where applicable, for <br /> use by buses, car-pools, and van-pools. <br /> <br />7. Encourage trip-reduction strategies to be administered by employers <br /> and transportation management groups. <br /> <br />8. Encourage regional thoroughfare plans and traffic signal computeriza- <br /> tion plans in order to move vehicles more efficiently and reduce <br /> congestion, thereby improving air quality. <br /> <br />9.
