CHARGE

· Prepare a land development vision for the entire metropolitan area f-rom
which local planning efforts can be based.

PRINCIPLES

Recognize that the metro area is in a constant state of change and must
be managed by an ongoing, continuing, and coordinated planning
process among the metro area governments.

Recognize that t~ansit, and a land use pattern that supports t~ansit,
will greatly benefit and maintain a high quality of life for all of us.

There are five major radial corridors emerging in the metro area as the
major development corridors. They already contain important public
and private investments and we must maintain long-term accessibility
to these existing developments.

Future transportation, transit, and road investments should be focused
witbJn these existing five major radial corridors. These future invest-
ments should improve and build on the existing interstate, major
arterial, and rail rights-of-way already present in each corridor.

By concentrating development and transportation investments in a
"centers and corridors" strategy, the Charlotte metro area will evolve as
a compact urban metro form, reducing environmental deterioration
and pollution.

The "centers and corridors" concept aims to maintain the vitality of
existing cities and counties by making them the focal points for devel-
opment and transportation improvements along the circumferential as
well as the radial corridors.

Future planning in each local jurisdiction should recognize the impor-
tance of the major radial and circumferential corridors in developing
long-term plans for thei~ communities. The "centers and corridors"
concept will work only if units of local government coordinate land use
and transportation decisions within their jurisdiction along the major
corridors. Additional investments in all transportation modes (i.e. rail,
transit, roads) should enhance accessibility to the existing centers and
corridors.
