PRINCIPLES <br /> <br /> continued from <br />--page 5 <br /> <br />Corridor developments should be aimed at providing accessibility for <br />Ipeople by focusing on high traffic-generating facilities with large <br />numbers of residents or employees. Areas with highest development <br />potential are within a half-mile walking distance of transit stops, or auto- <br />oriented areas immediately adjacent to an interstate or major arterial. <br /> <br />By participating in the "centers and corridors" concept, local <br />governments can: <br /> <br />· still maintain full control over local planning and zoning decisions; <br />· preserve and enhance their local identity within the region; <br /> coordinate long-range development and transportation plans with <br /> adjoining cities and counties to reduce conflict and avoid costly <br /> duplication of facilities and services; <br />· maximize development potential and minimize traffic congestion <br /> and rising infrastructure costs; <br />· create special opportunities for increasing the tax base through <br /> higher-density development; and <br />· preserve lower-density residential areas between the corridors. <br /> <br />__ RECOMMENDATIONS <br /> <br />1. Adopt the "Centers and Corridors" Land Use Vision to guide local land <br /> use planning and capital investment decisions. <br /> <br />2. Establish a network of existing planning agencies in the region, rather <br /> than a regional planning authority or agency, to follow thzough with the <br /> planning called for in the major corridors and drcumferentials in the <br /> region. Add a staff person to manage this function. <br /> <br />3. Develop a regional data base to support the planning initiatives in the <br /> metro area. <br /> <br />4. Recognize in Iooal budgets and planning work programs the need for <br /> staff expertise, time, and availability to carry out the planning that is <br /> necessary to implement the Centers and Corridors Vision. <br /> <br />5. Conduct a long-term community information program throughout the <br /> region - the purpose of which is to inform the general public of the <br /> implications of and the relationships among land use, transportation, <br /> and transit issues. <br /> <br />o <br /> <br /> <br />
