Task 4.1 - Airport Safety Criteria

Rule .1622 (1) states that a new MSWLF unit shall not be located closer than 5,000 feet from
any airport runway used only by piston-powered aircraft and no closer than 10,000 feet from
any airport runway used by turbine-powered aircraft. Owners/operators proposing to site a
new MSWLF unit within a five-mile radius of any airport runway shall notify the affected
airport and the Federal Aviation Administration prior to submitting the Site Study.

CDM will contact the Federal Aviation Administration to verify that the proposed landfill is
not within 5,000 feet of any airport runway used only by piston-powered aircraft, or 10,000
feet of any runway used by turbine-powered aircraft.

CDM will also contact the FAA to detemfine ff there are any airport runways used by turbine-
powered or piston-powered ak~aft located within a five-mile radius of the proposed sites. If
there are any airports within five miles, CDM will notify the FAA and the affected airport as
required.

Task 4.2 - Floodplains

Rule .1622 (2) states that new MSWLF units shall not be located in 100-year floodplains
unless it can be demonstrated that the unit will not restrict the flow of the 100-year flood,
reduce the temporary water storage capacity of the floodplain, or result in washout of solid
waste so as to pose a hazard to human health and the environment.

It is assumed that the Solid Waste Section will accept a copy of the FEMA (or similar) map
covering the proposed landfill property as demonstration that the proposes site does not fall in
a 100-year floodplain. This Amendment does not cover any other information that might be
requested by the Solid Waste Section to demonstrate compliance with the floodplain
restriction, nor any additional work if a FEMA or similar map does not exist for the area of
the landfill.

Task 4.3 - Wetlands

Rule .1622 (3)(a) states that new MSWLF units and lateral expansions shall not be located in
wetlands unless the proper permits and demonstrations can be made.
