Mr. Watson reported that the combined low bids of Concord Builders, Inc. and R. F. Shinn Contractor, Inc. were $2,029,935.50, or approximately $243,000.00 over the original construction budget of $1,787,000.00. He stated that negotiations with Concord Builders, Inc., and R. F. Shinn Contractor, Inc. were begun immediately following the Bid Opening. Mr. Watson summarized the results of these negotiations as follows. R. F. Shinn Contractor, Inc.'s contract can be reduced by $14,200.00 to $780,735.50 by changing 12 of the 14 5-foot diameter manholes to 4-foot diameter manholes. This is accomplished without jeopardy to the project or design intent. The Contract S, Single Prime bid of Concord Builders, Inc. can be reduced by $145,000.00 to $1,090,000.00 by modifications to the scope of the project. These changes, which do not seriously compromise the function of the wastewater treatment plant, include the following: 2 3 4 5 6 7 8. 9. Eliminate all concrete stairs and most concrete walkways. Replace stairs and sidewalk with asphalt paving. Begin access road improvements at Station 9+85, reducing the length of road improvements by 985 LF. Eliminate on-site asphalt paving and reduce depth of stone in access drive from 8 inches to 6 inches. Reconfigure plant water service to allow elimination of one backflow preventer. Allow all site drainage lines to be SDR 35 PVC or Schedule 40 PVC in lieu of ductile iron. Change PVC. Delete Delete Change 100 kW plant water service from 6-inch DIP to 6-inch AWWA C900 laboratory casework (cabinets, countertops, etc.). automatic sludge wasting system and automatic valves. standby generator from 150 kW totally enclosed unit to weatherproof unit with integral fuel tank. The above changes bring the total construction price for the interceptors and WWTP to $1,870,735.50. This is above the original construction budget, but within the funds available based on the approved FY 94-95 County budget. In conclusion, Mr. Watson presented the following recommendations: (1) Waive the minor irregularity in Concord Builders, Inc.'s bid; (2) Accept all bids as adjusted; (3) Award Contract L - Line Work to R. F. Shinn Contractor, Inc. for $794,935.50 with contingencies; and (4) Award Contract S Single Prime to Concord Builders, Inc. for $1,235,000.00 with contingencies. UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne and unanimously carried, the Board waived the minor irregularity in Concord Builders, Inc.'s bid regarding the failure to specify the modular treatment manufacturer.
