Mr. Watson reported that the combined low bids of Concord Builders, Inc. <br />and R. F. Shinn Contractor, Inc. were $2,029,935.50, or approximately $243,000.00 <br />over the original construction budget of $1,787,000.00. He stated that <br />negotiations with Concord Builders, Inc., and R. F. Shinn Contractor, Inc. were <br />begun immediately following the Bid Opening. Mr. Watson summarized the results <br />of these negotiations as follows. <br /> <br />R. F. Shinn Contractor, Inc.'s contract can be reduced by $14,200.00 <br />to $780,735.50 by changing 12 of the 14 5-foot diameter manholes to <br />4-foot diameter manholes. This is accomplished without jeopardy to <br />the project or design intent. <br /> <br />The Contract S, Single Prime bid of Concord Builders, Inc. can be <br />reduced by $145,000.00 to $1,090,000.00 by modifications to the <br />scope of the project. These changes, which do not seriously <br />compromise the function of the wastewater treatment plant, include <br />the following: <br /> <br />2 <br /> <br />3 <br /> <br />4 <br /> <br />5 <br /> <br />6 <br /> <br />7 <br />8. <br />9. <br /> <br />Eliminate all concrete stairs and most concrete walkways. <br />Replace stairs and sidewalk with asphalt paving. <br />Begin access road improvements at Station 9+85, reducing the <br />length of road improvements by 985 LF. <br />Eliminate on-site asphalt paving and reduce depth of stone in <br />access drive from 8 inches to 6 inches. <br />Reconfigure plant water service to allow elimination of one <br />backflow preventer. <br />Allow all site drainage lines to be SDR 35 PVC or Schedule 40 <br />PVC in lieu of ductile iron. <br /> <br />Change <br />PVC. <br />Delete <br />Delete <br />Change <br />100 kW <br /> <br />plant water service from 6-inch DIP to 6-inch AWWA C900 <br /> <br />laboratory casework (cabinets, countertops, etc.). <br />automatic sludge wasting system and automatic valves. <br />standby generator from 150 kW totally enclosed unit to <br />weatherproof unit with integral fuel tank. <br /> <br />The above changes bring the total construction price for the <br />interceptors and WWTP to $1,870,735.50. This is above the original <br />construction budget, but within the funds available based on the <br />approved FY 94-95 County budget. <br /> <br />In conclusion, Mr. Watson presented the following recommendations: (1) Waive the <br />minor irregularity in Concord Builders, Inc.'s bid; (2) Accept all bids as <br />adjusted; (3) Award Contract L - Line Work to R. F. Shinn Contractor, Inc. for <br />$794,935.50 with contingencies; and (4) Award Contract S Single Prime to <br />Concord Builders, Inc. for $1,235,000.00 with contingencies. <br /> <br /> UPON MOTION of Chairman Barnhart, seconded by Commissioner Payne and <br />unanimously carried, the Board waived the minor irregularity in Concord Builders, <br />Inc.'s bid regarding the failure to specify the modular treatment manufacturer. <br /> <br /> <br />
