Planning and Zoning Commission Minutes <br />October 20, 1994 <br /> <br />Page 3 <br /> <br />PIN 5534.04-83-6155, rezoned from Low Density Residential to Limited <br />Industrial Special Use, so he can use his existing structure as a dispatch office <br />for a trucking company and use of the property as a parking facility for the <br />trucks used in the operation. <br /> <br />Ms. Kimberly Schriefer, Staff Member, addressed the Board presenting <br />Petition 94-07 and Staff Analysis stating this rezoning came about as the <br />result of a zoning enforcement action to correct an illegal use of a trucking <br />business in a residential zone. Ms. Schriefer said there are two concerns that <br />the staff raised in review of this petition. The first being a transportation <br />issue and the second being compatibility with the surrounding land uses and <br />intent of the Midland area plan. She stated it is the opinion of the staff that <br />from a land use standpoint the intensity of this use would not be suitable or <br />compatible with the rural/residential character of the adiacent properties. <br />She said it is the recommendation of the staff that this petition be denied. <br />The recommendation is being made on the following: <br /> <br /> 1. The site is not in, nor is it located near a commercial or industrial <br />area; and, based on the "Midland Area Plan", would not be compatible with <br />the surrounding land uses or/at harmony with the intent of the Plan. <br /> <br /> 2. From a transportation safety standpoint, considering the width, <br />topography, and limited sight distances of the roads as well as several one <br />lane bridges which would be crossed in travel to and from the site, we feel <br />that the roads and bridges would not support the vehicles. <br /> <br />The Chair opened the Public Hearing on Petition 94-07(SU). <br /> <br />Mr. Allen Brooks, Operations Manager for Conner Trucking Company, <br />addressed the Board stating that the entrance to the plant would not be <br />Cabarrus Station Road, they would use Bethel Avenue Extension. He said <br />their plans for operation is from 8 a.m. until 6 p.m. He said they are a licensed <br />ICC common carrier. They have both common and contract rights. They are <br />a truck load carrier, they do not carry LTL freight. That means that they do <br />not unload or off load any materials at all on the site, everything is carried <br />from one point of destination to the next and nothing comes into the yard <br />that is reused. What they carry is furniture, clothes, tires that go on <br />automobiles and they do quite amount of business for grocery stores. Mr. <br />Brooks said they are a benefit to Cabarrus County in their payroll, because <br />those dollars are turned back into Cabarrus County. He said that they do <br /> <br /> <br />
