Planning and Zoning Commission Minutes <br />January 21~ 1993 <br /> <br />Page 8 <br /> <br />There being no further comments, Mr. Allison MOTIONED, <br />seconded by Mr. Olio-Mills to approve Conditional Use <br />Permit 182(C) as presented. The vote was unanimous. <br /> <br />The Chair stated the Board is moving into the planning <br />Board functions. She said in this capacity, this board <br />serves as an advisory board. In terms of rezoning <br />property, this board does not have the final decision. <br />They will be have a public hearing, listen to the <br />statements made, evaluate as best they can the <br />appropriateness of the land use for the general area, <br />take a vote, and present their recommendation to the <br />Board of Commissioners on the third Thursday Monday in <br />February which is February 15, 1993, at 7:00 p.m. The <br />Commissioners will make the final decision concerning the <br />rezoning of property. <br /> <br />The Chair introduced the fourth item on the Agenda, Zoning Atlas <br />Amendment, Petition 93-01. <br /> <br />4. Applicant: <br /> Request: <br /> <br />James Propst/Propst Bros. Dist.~ Inc. <br />Rezoning of Property from A-I/ARR to <br />R-15 SU~ C-1 SU, I-1 SU <br /> <br />This was a request to the Cabarrus County Planning and <br />Zoning Commission from James Propst/Propst Brothers <br />Distribution, Inc. to have their property located north <br />from U.S. Highway 29 to the other side of Weddington <br />Road. Bisected by Concord Farms Road and bordered by <br />Coddle Creek on the west side, rezoned from A-I/ARR to R- <br />15 SU, C-1 SU, I-1 SU. <br /> <br />Mr. Jonathan Marshall, Staff Member, addressed the Board <br />presenting Petition 93-01 and the Staff Analysis. Mr. <br />Marshall presented a map of area zoning and also stated <br />that within this area is the proposed Westside Bypass <br />planned for construction beginning Federal fiscal year <br />1999. Mr. Marshall said he would like to note that it is <br />the staff's analysis that in general this plan is <br />consistent with the goals of the Western Area Plan. <br />Those goals that the staff feels that are applicable <br />include: <br /> <br />1. That Weddington Road continue to be developed as a <br />residential corridor. <br /> <br />2. That U.S. 29 develop as an employment area, allowing <br />a mix of industrial, commercial and office uses. <br /> <br /> <br />
