ICABARRUSCOUNffl <br /> <br />MEMORANDUM <br /> <br />TO: John V. ~Vitherspoon, Coun~y Manager <br />FROM: Don Moorhead, Personnel Officer <br />DATE: May 11, 1993 <br /> <br />SUBJECT: Request for a Change to the Military Leca~e Section of the Cabarrus County <br /> Personnel Ordinance <br /> <br />Cabarrus County has supported this nation's defense efforts through its military leave policy for <br />employees serving in the Reserve Components for the United States Armed Forces. The intent of <br />the policy has been to maintain an employee's salary and benefits during the up to ten days of <br />military leave each year. To fulfill this intent and to simplify the administrative implementation of <br />this policy, it is requested that the attached change to the Cabarrus County Personnel Ordinance <br />be adopted retroactive to May 1, 1993. <br /> <br />As currently written, the Ordinance calls for county compensation while on military leave to be <br />the difference between the base salary as a reservist or guardsman and the salary that would have <br />been earned during the same period as a County employee. While maintaining an employee's <br />income, benefits (based on County salary paid) such as 401K and retirement benefits would be <br />less than if the employee physically remained with the County during this period. <br /> <br />The most efficient way to maintain employee pay and benefits during military leave is to pay full <br />County compensation in addition to military pay due. This is done by the State and many other <br />North Carolina local governments. Currently only three County employees are members of <br />Reserve Components.
