Task 1 - Draft Letter to the State <br /> <br />Because of the issuance of the November 4, 1992 Amendment to Pern!i_'t No. 13-02, the closure <br />requirements for the old fill area are unclear. The conditions of the amended permit state that <br />several things be completed before and after waste is received into the approved vertical <br />expansion of the "old fill area". Since the County has never received waste into the vertical <br />expansion of the "old fall area", the f~rst task will be to draft a letter for the County to send to the <br />Solid Waste Section stating that it is foregoing the vertical expansion and thus does not intend <br />to comply with some of the conditions of the permit. CDM assumes that the terms of the <br />Amendment to the Permit associated with the vertical expansion are no longer relevant and that <br />the closure/post-closure plan for this area need only comply with the regulations for areas that <br />stopped receiving waste prior to October 9, 1991. CDM will draft a letter for the County's <br />submittal to the Section. <br /> <br />Task 2 - Arrange Site Visit by Solid Waste Section <br /> <br />CDM proposes to arrange a visit to the landfill by Mr. Julian Foscue of the Solid Waste Section <br />to review the contents of the letter drafted in Task 1 and verify the conclusion that the "old fill <br />area" will fall under the Category 1 closure requirements and that the vertical expansion area will <br />fall under the Category 2 requirements. The remainder of this Amendment is based upon the <br />assumption that the Section will agree with this conclusion. <br /> <br />Task 3 - Identify On-Site Final Cover Soils <br /> <br />Under th~task, CDM will assist the County in identifying an adequate sources of on-site soft. <br />It is assumed the old fill area will require two feet of compacted earth while the recently <br />completed vertical expansion area will require 18" of 1 x 10-5 cra/sec clay cover material in <br />additional to 6" of topsoil. Based on a recent field visit, it is anticipated that some fill material <br />will be cut from the demolition area and used as final cover material. A large stockpile from <br />excess material from the fffing range was also noted during the visit and could be used as cover <br />material. In addition, the County may identify other sources of on-site soils available for use in <br />the final covers. CDM will collect have up to 10 bag samples of soil and have each tested to <br />determine permeability. CDM will prepare a report which estimates the amount and type of <br />cover material needed for the old fill area and the recently completed area. CDM will use the <br />results of the soil tests to perform earthwork calculations to determine if an adequate amount of <br />soil is available. <br />Assuming that adequate soil is available on-site, CDM will meet with the Solid Waste Section <br />to develop a testing program for the final cover that will satisfy them that an adequate depth of <br />cover has been placed and that the in-sim permeability meets minimum specifications.
