CLOSURE PLAN AND IMPLEMENTATION ASSISTANCE FOR OLD FILL AREA <br /> <br />Task 4 - Prepare Closure Plan for Old Fill Area <br /> <br />The old fill area stopped receiving waste prior to October 9, 1991, therefore, it is assumed that <br />it will fall under the Solid Waste Section's Category 1 closure requirements. It is assumed that <br />the County will be able to avoid the 'additional permit requirements added to the conditions of the <br />recently approval of the vertical expansion application. This amendment does not include any <br />work associated with those additional permit requirements, ff additional work is required by the <br />Solid Waste Section, it will have to be completed an as additional amendment. <br /> <br />CDM will prepare a draft Closure Plan for the County's review and comment. The plan will <br />include the following elements as required by the Solid Waste Section: <br /> <br />Compliance with Section .0505 of the North Carolina Solid Waste Management <br />Rules, including: <br /> <br />Final comour and final cover requirements - CDM will develop a new <br />grading plan for the old fall area. The cover requirements according to <br />.0505(3)(c) is a two-foot layer of compacted earth. CDM will minimize <br />the amount of fill material required if possible. <br /> <br />Permanent erosion control and drainage control measures (Section <br />.0505(4) and (5)). It is assumed sheet flow for stormwater will be allowed <br />due to the existing gentle slopes. If drainage structures are required to <br />route stormwater off the landfill area, CDM will design up to four <br />downdrain pipe structures at no additional cost. CDM will assume that <br />no design calculation verification of the adequacy of the large <br />sedimentation basin into which the stormwater will drain will be <br />necessary. <br /> <br />* Vegetation requirements (Section .0505(6)). <br /> <br />* Leachate control (Section .0505(7)(c). <br /> <br />Compliance with post-closure conditions, including explosive gas requirements <br />(.0503(2)(a)), surface water requirements (.0503(2)(c)), and groundwater <br />requirements (.0503(2)(d)). CDM will develop three plans for continued <br />monitoring of these specific areas during the post-closure period. CDM has not <br />included the engineering of any systems or facilities to accomplish compliance <br />with the issues identified in this paragraph. It is assumed that all necessary <br />systems and facilities are already in place (i.e., no additional gas monitoring wells <br />or ground water monitoring wells will be required by the Solid Waste Section). <br /> <br />n.'XcabarrmMmend3- l.cab <br /> <br />Page 3 of 7 <br /> <br /> <br />
