Task 5 - Submittal to the Solid Waste Section Upon approval of the closure plan by Cabarms County, CDM will subnrfit'th~ closure plan to the Solid Waste Section for approval. CDM will respond to comments that co~respond to the work submitted. Because the Solid Waste rules and policies are changing constantly, it is recognized that additional work outside the scope of this amendment may be required to address Section comments. If this is the case, an additional amendment may be required to address out-of-scope comments. Task 6 - Assistance with Implementation of the Closure Plan CDM will meet with County staff prior to beginning to closure activities to review the closure plan. CDM will meet with County staff once during implementation of the plan to review progress. Task 7 - Closure Certification The North Carolina Solid Waste Management Rules require that written notification and certification by the owner that the facility complies with the closure conditions; including certification by a registered professional engineer licensed in North Carolina that adequate testing has been determined that the f'mal cover requirements have been met, be submitted. The rules also require certification by a representative of the Solid Waste Section. CDM will review the conditions of the permit and closure plan, and inspect the inactive old fill area to confh'm that the area has been closed in accordance with the permit conditions when the County completes work. As required under Section .0510(a)(2) CDM will, on behalf of the County advance up to five borings into the cover to determine that the cover meets the two-foot thickness requirements of Rule .0505(3)(c). Prior to this field work, CDM will discuss the locations of the borings with the Solid Waste Section and coordinate the activity with the Section to facilitate inspection requirements. CDM will prepare and submit the closure certification report to the Solid Waste Section for approval. CLOSURE PLAN AND IMPLEMENTATION ASSISTANCE FOR THE RECENTLY COMPLETED AREA Task 8 - Prepare Closure Plan for the Recently Completed Area The recently completed area of the landfrll stopped receiving wastes between October 9, 1991 and October 9, 1993, and therefore if falls under closure Catego~ 2. A closure plan must be developed for this area to include conditions of Rule .0510, conditions of the permit, and comply with cap requirements.
