CDM will prepare a draft Closure Plan for the County's review and comment. The plan will <br />include the following elements as required by the Solid Waste Section: <br /> <br /> · Compliance with Section .0505 of the North Carolina Solid Waste Management <br /> Rules, including: <br /> <br />Final contour and final cover requirements - CDM assumes the existing <br />final contours are adequate and does not propose to develop a new <br />grading plan for the recently filled area. Because the vertical expansion <br />area will fall under Category 2, a final cap system complying with <br />subparagraph (c)(1) of Rule .1627 must be installed. The cap system must <br />be designed to minimize infiltration and erosion, and be installed within <br />six months of last receipt of waste. It is assumed that a design consisting <br />of 18 inches of 10's cra/see earthen material and an erosion layer <br />consisting of 6 inches of earthen material that is capable of sustaining <br />native plant growth will be acceptable to the Solid Waste Section. CDM <br />will prepare a plan identifying the area which is to receive the f'mal cover <br />cap. <br /> <br />Permanent erosion control and drainage control measures (Section <br />.0505(4) and (5)). It is assumed the existing erosion control devices are <br />adequate. CDM will assume that no'additional drainage structures or no <br />design calculation verification of the adequacy of the sedimentation basins <br />into which the stormwater will drain will be necessary. <br /> <br />Vegetation requirements (Section .0505(6)). <br /> <br />Leachate control (Section .0505(7)(c). <br /> <br />Compliance with post-closure conditions, including explosive gas requirements <br />(.0503(2)(a)); surface water requirements (.0503(2)(c)), and groundwater <br />requirements (.0503(2)(d)). CDM will develop three plans for continued <br />monitoring of these specific areas during the post-closure period. CDM has not <br />included the engineering of any systems or facilities to accomplish compliance <br />with the issues identified in this paragraph. It is assumed that all necessary <br />systems and facilities are already in place (i.e., no additional gas monitoring wells <br />or ground water monitoring wells will be required by the Solid Waste Section). <br /> <br />Task 9 - Submittal to the Solid Waste Section <br /> <br />Upon approval of the closure plan by Cabarrus County, CDM will submit the closure plan to the <br />Solid Waste Section for approval. CDM will respond to comments that correspond to the work <br />submitted. Because the Solid Waste rules and policies are changing constantly, it is recognized <br />that additional work outside the scope of this amendment may be required' to address Section <br /> <br />n:Xcabarm~Mmend3-l.cab <br /> <br />Page 5 of 7 <br /> <br /> <br />
