Rezoning Narrative for West Terrace sectio~ <br />of the West Oaks Subdivision <br /> <br />The developers of the West Oaks Subdivision wish to provide a range of <br />restricted home ownership opportunities on the western perimeter of <br />Kannapolis, NO:. The design of the subdivision is constrained by the <br />topography of the site. The tract is bordered by streams on two sides <br />and one half of the third side. A portion of the streams on the property <br />is considered 100 year flood plain and would probably qualify as <br />wetlands. The entryway to the subdivision enjoys excellent elevation <br />above these streams. Although topography is a design constraint, it also <br />affords the creation of a variety of lot sizes utilizing the natural areas <br />around the lowland areas. <br /> <br />.West Terrace is the section of West Oaks for which the developers are <br />seeking rezoning to SU RS. It is located at the extreme end of a high <br />ridge bordered by and overlooking the confluence of two streams at the <br />southern end of the tract. <br /> <br />Our approach to developing this area was to utilize the clustering <br />concept identified in the Cabarrus County Subdivision Ordinance. We <br />have planned fifteen {15) home sites ranging in size from 8500 sf to <br />10,000 sf with the lowlands and streams surrounding the ridge as <br />common natural areas. The average lot size including designated <br />common natural areas exceeds the R-20 criteria afforded by the <br />underlying zoning, the use of public utilities throughout the subdivision, <br />and curb and gutter road construction. <br /> <br />West Oaks nor West Terrace will not have amenity areas such as a <br />swimming pool or tennis courts due to the size of the subdivision. It <br />was felt that the dues required from a reasonably small number of <br />property owners would be inappropriate for the targeted market in the <br />$150,000 to $200,000 price range. Therefore, there will not be parking <br />requirements in excess of those for normal residential use. <br /> <br />The design of West Terrace accomplishes several goals important to <br />Cabarrus County. First, the natural common areas are comprised of <br />streams and potential wetlands existing on the property. Leaving these <br />areas in a natural undisturbed condition complies with newly adopted <br />watershed Best Management Practices as well as environmental concern <br />for preserving potential wetlands. Second, this design will help create <br />clear definition fo~ the use of the clustering concept now mentioned but <br />undefined in the subdivision ordinance. Third, this design is consistent <br />with the Northwest Area Land Use Plan which targets residential <br />development in the 1-3 residential units per acre category. <br /> <br /> <br />
