participants, and it was felt that the facility could be improved
drastically by landscaping. It should be noted that there were no
comments at all about the animal shelters.

Other public uses include schools and parks and there was strong
opinion that neither were a top priority. Residents felt that new
schools were not necessary since the area is not growing very
quickly and since needs are currently met with the new Mt. Pleasant
High School. The residents also felt that parks were not a
necessary expense in an area that currently has ample open space
and where recreation needs can be met on private property. There
were some, however, who pointed out that not all people had large
amounts of land and that there recreation needs should be
accommodated by some type of park.

UTILITIES

There was some disagreement over the need for public utilities in
this area by area residents. As discussed previously, some felt
that extension of public water and sewer would bring unwanted
growth, while others felt that these services would simply allow
residents to use their property. Physical limitations on the
extension of services, and greater need in other areas, however,
will probably dictate when, or if, lines are extended.

Much of this area lies in d~ainage basins that are not currently
served by sanitary sewer. In addition, the water distribution
network is limited by lack of an elevated storage tank and cannot
be expanded to any large extent without that improvement.

There are some areas within this plan area in which sewer and water
extensions are recommended and endorsed by citizens and government
officials. An example where water has been extended is the Old
Farm subdivision off Old Airport Road where residents had been
experiencing problems with water quality and petitioned for
voluntary annexation by the City of Concord to get public water
extended. Sanitary sewer is also being explored for that area and
for the Lane Street/I-85 interchange area where Kannapolis has
recently completed an annexation.

The other utility concerns mentioned as issues related to different
types of cables. Residents feel that cable television service
should be more widely available and that at least every main road
should have service. Although they had experienced no problems
with, some concerns were expressed about possible construction
disrupting if an A.T.&T. cable running through the area were to
upgraded.

TRANSPORTATION

The majority of issues and concerns on transportation that were
brought out at the meetings were about sight distance, speed of

11
