Planning and Zoning Commission Minutes
September 16, 1993

Paqe 6

maintained as well as they should be. So, we are having
the reverse of what zoning intends to do, and that is to
stabilize an area rather than keeping it into a state of
flux. If the board recommends approval, and the County
Commissioners approve it, we would then follow up
administratively.

Mr. Amos said he wonders if it would best be handled as
a package in which you have all of that going at one
time. Because an administrative rezoning is not a
automatic rezoning, because it could be denied.

Mr. Hamby, Attorney for the Board said that while that
was true, either this petition or the administrative
rezoning could be denied if they went to the
Commissioners at the same time.

Dr. Hartgen asked Mr. Newton what the two parcels that is
being discussed in addition to this one.

Mr. Newton said he thinks that it represents more than
two parcels. He said he thinks it is seven individual
parcels.

The Chair closed the public hearing on Petition 93-08.

There being no further comments, Mr. Smith MOTIONED to
approve Petition 93-08 as submitted, seconded by Mr.
Brownlow. The vote was unanimous.

Mr. Smith asked that the staff look into and investigate
the administrative rezoning for the surrounding I-1 zone.

The Chair introduced the fourth item on the Agenda, Petition 93-09:

Applicant: LBI, Holdings, Inc.
Request: Rezoninq of Property from I-1 to I-2

This was a request to the Cabarrus County Planning and
Zoning Commission from LBI, Holdings, Inc., Mr. Michael
Smith, Petitioner, PIN 5539-06-2411, located on
Armentrout Drive, to have their property rezoned from I-1
to I-2, to permit a manufacturer of products used in the
textile industry. The manufacturer requires outside
storage.
