The Chair opened the public hearing on Petition 93-10 asking if <br />anyone would like to speak for or against this petition. <br /> <br />Mr. Brian Wickens, Owner of Wickens Automotive, addressed the <br />stating he has been in Concord as a business owner operating <br />Wickens Automotive for a period of approximately 6 years. He said <br />his intent was to do just what they have done, establish a good <br />respectable business in the town of Concord and progress to the <br />state that brings him before the board now, and that would be to <br />erect a auto repair facility that would fit into the community. He <br />said he does not intend to impact it or change it in a negative <br />manner. <br /> <br />Dr. Hartgen asked what would be the intended use of the land behind <br />it? <br /> <br />Mr. Wickens said when he first looked at the property that he was <br />unaware that that sloped off and had the beautiful tree line. He <br />said that would act as a buffer to any of the residents along that <br />side of Rock Hill Church Road, and the fence would provide <br />separation between his business and the residents that are next <br />door. <br /> <br />Mr. Amos asked if this would be used exclusively for automobile <br />repair as differentiated from truck repair? <br /> <br />Mr. Wickens said this would be just automobiles. He said he is <br />fully certified in automotive repair, and he does not take any <br />heavy duty trucks. <br /> <br />Mr. Ken Untz, Resident, addressed the Board saying if he heard <br />correctly, there is a little bit of difference in what is on the <br />property. Mr. Untz said what is on the property at this particular <br />time was designed for a grocery store in the cement block building. <br />There is a man and his children living in that building. There is <br />also what used to be a chicken house on the property. He said he <br />has not made up his mind whether he is opposed to it or for it. It <br />sounds to him like he has something that would be more than just a <br />little garage. <br /> <br />Mr. Alton Caldwell, Resident, addressed the Board stating he would <br />like to see the petitioner get more involved in the neighborhood. <br />He would like at some point for Mr. Wickens to get with the <br />adjoining neighbors. He said they are a little unclear about what <br />Mr. Wickens' is proposing to do. He said it sounds like it <br />something that would perhaps be more than a shade tree facility. <br />Mr. Caldwell said he certainly wishes Mr. Wickens the success that <br />he is trying to accomplish. Some of the other issues Mr. Caldwell <br />was concerned about was the traffic issue and screening. Mr. <br />Caldwell asked if there are any restrictions that would limit Mr. <br />Wickens to that. Who knows what might happen 5 or 10 years down <br />the road. He also asked if there were any restrictions that would <br />make that basically 8 to 5 type of business and maintain cars <br />rather than heavy vehicles.
