Payments for health insurance could boost third party revenue from 3% <br />current average recovery to expenditures to 6%. Based on state's report, that <br />means a cost avoidance of $293~000. Target date - 1994. <br /> <br /> h) User Friendly Computer Eligibility - The State has purchased artificial <br />intelligence to move this forward. They are talking about piloting in 1994. <br />Cabarrus would position itself to be a pilot by completing the single application <br />and consolidating AFDC determination with Food Stamp/AFDC determinations. <br />Potential savings run into the millions statewide. For Cabarrus County, it is <br />possible to envision reducing our administrative expenses for AFDC, MA, and Food <br />Stamps by 25% to 30%. <br /> <br /> i) Food Stamp Coupon Distribution in food stores will move the state closer and <br />quicker to electronic benefits transfer. Cabarrus County will promote this interim <br />step. Other state's experience on this interim method notes a reduction in overall <br />state administrative expenses of approximately 25%. Target - 1994. <br /> <br /> j) Better Mail Distribution methods would lead to savings of supervisor time <br />who now handle this responsibility. Savings is estimated at $7,229 per year. <br />Target - December 12/93. <br /> <br /> k) The Use of Fair Hearing Officers Instead of Judges for most support actions <br />will not only save court time, but improve support dollars collected. Target - 1994. <br /> <br /> 1) Broader Use of State Emergency Assistance could result in thousands of <br />additional dollars in Federal funds to offset county funding. Federal law allows a <br />broader use and the state will be encouraged to take these steps. Target - 1994. <br /> <br /> m) State Core Curriculum Through UNC/Community Colleges allows for better <br />training of new staff and removes bulk of training responsibility from supervisors. <br />Such training can be funded under 4A with no cost to counties. Just by removing <br />the responsibility from supervisors in Cabarrus County, $94~000 can be saved. <br />Target - 1994.
