Mr. John Witherspoon <br />January 9, 1992 <br />Page 3 <br /> <br />priority list of readily achievable modifications as well as a long range Barrier Removal Plan. <br />Our staff will also be available to assist with recommendations. <br /> <br />We estimate that the cost of Centralina providing all services will be $16,560, including the <br />use of a 40-free-hour block allocated to the county. Our estimate is based on the inspections <br />and write-up of 32 buildings or facilities (using the 20 technical elements recommended by <br />ADA), interviewing personnel to determine areas of accessibility and compiling cost estimates <br />for modifications. This also includes the revision of each job description used by the County, <br />drafting or modifying operating procedures, and revising administrative functions related to <br />the i.nterviewing and hiring process. <br /> <br />An alternative cost estimate would delegate most of the personnel work to County staff <br />members and would use Centralina staff in a training and advisory capacity. This would <br />reduce the cost of the project to $11,760 plus the 40-free-hours. <br /> <br />Centralina staff members James Luster and I will be administering this project. James is a <br />Planner, Certified Building Inspector and very familiar with the State building code including <br />handicap accessibility. While at Centralina James has administered several CDBG Projects, <br />served as Housing and Building Code Administrator for several member governments and has <br />worked with the Airport relocation project with the City of Charlotte. <br /> <br />Projects which I have undertaken while at Centralina include the drafting of several personnel <br />ordinances for cities and counties and the preparation of position classification plans including <br />the current plan for Cabarrus County. I have also assisted on some CDBG projects and <br />worked with the Airport relocation project. <br /> <br />We are confident that Centralina will provide you with a useful product and are anxious to <br />begin work on this project.
