Cabart'u$ Co.nty Master Parks and Recreation Plan <br /> <br />EXECUTIVE SL~IMARY <br /> <br />Section I <br />Purpose Statement with Goals and Objectives <br /> <br />The plan assesses the current and future recreation and park needs over the next five, ten, ~d <br />fifteen yezrs and establishes a ~ide for meeting these needs. The plan will assist in capital <br />programming, identifying the most suitable locations for new facilities and in coordination of <br />facilities and programs with the county municipalities, school systems and voluntary groups. <br /> <br />The plan was developed in cooperation among the Cabarrus County Park and Recreation <br />Advisory Commission, the Boards of Education for Cabarrus County and the City of Kannapolis <br />and the county municipalities of Concord, Harrisburg, Karmapolis, and Mount Pleasant. <br /> <br />The plan was accomplished through the efforts of county staff and Woolpert Consultants a <br />professional park planning firm who provided technical assistance. <br /> <br />The overall goal of the plan is to provide the citizens, elected officials and staff of Cabarrus <br />County a fifteen year long range plan for parks recreation and open space that adequately <br />addresses the short and long term recreational needs for all citizens within the community <br />regardless of age, race, handicap or income. <br /> <br />Section 2 <br />Current and Projected Factors Pertinent to Cabarrus County <br /> <br />Demographic factors regarding populations, age, sex and income are significant to the <br />determination of demands and needs for recreational services. Demographic information for the <br />plan was provided from the 1990 U.S. Census Bureau. <br /> <br />Cabarrus County is among one of the top twenty-five fastest growing counties within North <br />Carolina as shown in the 1990 Census. The population of Cabarrus County in 1990 was 98,935. <br />Using a growth rate of 14%, the projected population of the county for the year 2000, is <br />115,415. The projected population for the >,ear 2005, based upon an expected 5% growth rate <br />is 121,185. <br /> <br />The population distribution within the county indicates concentration of population in the City of <br />Kannapolis (Township Four), Harrisburg Township (Township One), Poplar Tent (Township <br />Two), Central Cabarrus Township (Township Eleven) and the City of Concord 0township <br />Twelve). <br /> <br />Sectlon 3 <br />Inventory of Current Recreation Programs and Park Facilities <br /> <br />There are currently seventy-six separate recreational facilities/sites within the county. Forty-five <br />of these facilities are owned and operated by the public sector. The main contributors of these <br />hci]ities are the City of Concord and the Cabarrus County Parks and Recreation Department, <br />along with the City of Kannapolis and Cabarrus County school districts. Without the support of <br />the school sites, Cabarrus County would have a limited number of local public recreational <br />facilities. <br /> <br />Woolpert ES-] Novem3er 1991 <br /> <br /> <br />
