UNION COUNTY EMERGENCY MEDICAL SERVICE
P.O. Box 633
Monroe, North Carolina 28111-0633
283-3832 · 283-3835

HORACE WILLIAMS, EMS Director FLORA LOWRY, Asst. Director

GUIDELINES FOR IMPROVING THE BII~ING PROCEDURES FOR EMS
AMBULANCE SER¥ICES PROVIDED TO RESIDENTS/PATTF. NTS IN THE NURSING
HOMES/HEALTH CARE UNITS OF UNION COUNTY

I. BILLING FOR NURSING FACILITIES AND REST HO~S

Nursing facilities and rest homes (hereafter known as the facility) of
Union County depend to a great degree on the Union County Emergency
Medical Service for emergency or non-emergency ambulance transportation.
While the facility is not the "provider" of such transportation and
cannot therefore bill residents/patients directly, they have an obligation
to use said services in a responsible way. It is understood the facility
will be billed directly for services rendered by EMS which are not covered
under Medicare and which EMS concludes is not collectable from the
residents/patients and/or a responsible party.

The facility will not be responsible for any ambulance bills for
individuals residing in retirement villages in the same complex. EMS
will follow regular billing procedures with those residents.

II. MRnICARE ONLY, RESIDENTS/PATIENTS

EMS will accept Medicare assignments. If there is any outstanding balance
after Medicare payment, the resident/patient at the facility will be
responsible for the balance due. The facility will assist EMS in the
collection of balance due bills.

III. MEDICARE RESIDENT/PATIENTS

EMS will accept Medicare assignment and will accept the approved payment.
If claim is denied, the facility will accept the responsibility for the
bill.

IV. MEDICARE AND THIRD PARTY INSURANCE RESIDENT/PATIENTS

EMS will accept Medicare assignment and will file no additional third party
insurance. Third party insurance will be the responsibility of'the
resident/patient and/or the facility. If there is an outstanding balance
after Medicare payments have been received, the patient at the facility-
will be responsible for any unpaid balance. If the total claim is denied,
the facility will accept responsibility for the bill.

/S
