2.2 SOLID WASTE COLLECTION <br /> <br />U~der this plan, interlocal agreements between Cabarrus County and the three <br />municipalities (which are included in Appendix A) require that all solid wastes generated <br />within the municipalities be delivered to the solid waste management facility designated <br />by thc, County. County ordinance and franchise agreements, which govern residential <br />solid waste collection in the unincorporated areas of the County, require that all residential <br />solid waste generated a,~d collected in these areas be delivered to the solid waste <br />management facility desiguated by the County. Solid waste is collected in the <br />unincorporated areas of' the County under these franchise agreements administered by the <br />County. Tl~e Town of Mount Pleasant provides its own solid waste collection services, <br />and the City of Kanaapolis and the Town of Harrisbmg contracl for solid waste collection. <br /> <br />2.3 RECYCLING <br /> <br />Cabarrus County has made tremendous progress toward meeting the recycling/waste <br />reduction goals of' the Solid Waste Managemem Act of 1989 as atnended. The County <br />has Ol.~rated a drop-off [ecycling center at the landfill since 1987 for white goods and <br />various grades of metals. Recently, containers were added for the collection of <br />new.qpap,~r, aluminum, various g~ades of co~umer plastics, and various colors of glass <br />bottles and containers, la 1990, the Coumy Jnithted residential curbside collection of' <br />recyclabJc~ in [he Towns of Harrisburg and Mount Pleasant, and the City of Kannapolls, <br />as well as in various neighborhoods in the unincorporated areas of the County. The ln~tial <br />program, which presently serves 14,000 households, ~ collecting newspapers, three c~lots <br />ufglass, aluminum, },nd two grades et' consumer plastic~. <br /> <br />The County has three drop-off centers for the collection of recyclables: one at the County <br />HeaIth Department; one in Midland; and, one in the northwest portion of the County. <br />Various prograrns are underway or planned for the wastes that are banned from landfills <br />in the Solid Waste Munagement Act of 1989 a~. amended. These programs are, described <br />in more detail in later sections. <br /> <br /> <br />
