SUMMARY OF STAFF ANALYSIS <br /> <br />The petitioner has provided the remainder of the information <br />necessary for review of the Planned Unit Development proposal. <br />These items are either included in this packet or included on the <br />revised Master Land Use Plan. <br /> <br />The PUD submittal information meets all requirements of the Zoninq <br />Ordinance. The Zoning Administrator has determined that the <br />development design, including open space, also meets ordinance <br />requirements. <br /> <br />Staff has reviewed the development proposal and has found that it <br />meets the intent of the Harrisburg Area Land Use Plan for the upper <br />range of proposed density for this area. The design offers a lot <br />size that is currently not available in this area, and it makes use <br />of common open space throughout the development. In addition, the <br />petitioner will be providing public water and sewer service to the <br />site. These things all support the increased density for this <br />property, but there is still some question whether this property <br />should be developed at the highest recommended density. <br /> <br />The questions arise because of two overall concerns relating to the <br />density of the proposed development. The first is the single access <br />point to Flowes Store Road. The District Engineer has reviewed the <br />road design and connection with Flowes Store Road, and found that <br />the intersection at Flowes Store meets N.C.D.O.T. standards <br />although he recommended modifications within the development. The <br />second is that this development would be much more dense than the <br />surrounding area. A reduction in the number of units proposed <br />would certainly make this development more compatible. <br /> <br /> <br />
