BY-LAWS of CABARRUS COUNTY PARKS AND RECREATION ADVISORY COMMISSION ARTICLE I Name The name of this body shall be the Cabarrus County Parks and Recreation Advisory Commission. ARTICLE II Creation The Cabarrus County Parks and Recreation Advisory Commission hereinafter referred to as "Commission" is created by the action of the Board of County Commissioners of Cabarrus County pursuant to Chapter 160A, Article 18 of the General Statutes of North Carolina. Purpose and Objective Section 1. The Commission shall have as its purpose the creation, establishment and operation of a parks and recreation program in Cabarrus County and in doing so, the Commission shall have the authority to advise in the operation, provision, maintenance and supervision of all parks and recreational facilities owned and controlled or administered by the County of Cabarrus. Section 2. The Commission shall have the power to conduct any form of recreational or cultural activity. Section 3. In furtherance, and not in limitation of the purposes herein enumerated, the Commission shall have the power to suggest policies as to controls 'and operations of all recreational facilities which are now owned or controlled by said Commission and it shall have the power to establish rules and regulations, in accordance with policy, concerning the conduct, management and operation of the recreational areas, facilities, personnel, and programs. Section 4. The primary objective of the Commission is to strive toward the accomplishment of the purposes herein stated and others as outlined in the Resolution creating the Cabarrus County Parks and Recreation Advisory Commission.
