Because the characteristics of the waste stream are important to determine <br /> I the economic feasibility of waate-to-energy facilities as well aa for <br /> determining amounts of potentially removablelrecyclable materials and <br /> designing comprehensive recycling programs, CDM will design ~nd conduct a <br /> i waste characterization observation program at the Cabarrus county landfill. <br /> The purpose of this sampling program will be to verify that the character <br /> I (composition) of the Cabarrus County waste stream is similar to typical <br /> waste stream composition cited in the literature. <br /> I Depending on an analysis of the County's volumetric waste data and a review <br /> of the sampling results conducted by CDM as part of the Cabarrus County <br /> I Recycling Study, the sampling program will consist of on-site observation <br /> of various commercial and industrial loads periodically over a several week <br /> I period in lieu of a "dump and pick" sampling program. <br /> <br /> i Cabarrus County has established a successful residential recycling program <br /> and there is sufficient data available lo assess the composition of the <br /> residential waste stream in designing additional residential recycling <br />I programs. Further recycling in Cabarrus County will have to focus more on <br /> the recycling of commercially and industrially generated wastes to move <br /> i further towards meeting the Senate Bill i I I goal of 25 percent waste <br /> reduction. The waste composition study will focus on characterizing these <br /> <br /> i segments of the waste stream so that effective programs can be implemented. <br /> <br /> The overall purpose of this program will be {I) to identify any unusual <br />I w~tes in the waste stream and (2) establish sufficient local data base to <br /> allow an accurate comparison with other state and national data. <br />I CDM will also estimate the heating value of Cabarms County's waste for use <br /> <br />i in evaluating various waste-to-energy scenarios. CDM will use various <br /> reliable references that have tabulated the heating value of each category <br /> of refuse (e.g., cardboard, plastic, textiles, etc..). The heating value <br />ibe determined the contribution to the value by each <br />by <br />summing <br />heating <br /> refuse category.
