To complete this task, CDM will: <br /> <br /> I A. M~e a site visit to the Cabarrus County sanitmy landfill and observe the <br /> operations; identify any design or Operational deficiencies; and assess the <br /> I potential impacts of the facility on 'the environment. Site visits will be <br /> supplemented by conversations with County staff and operating personnel, <br /> <br /> I conversations with State Solid Waste Section officials (if required to <br /> implement design or operational changes), and a review of the permitted <br /> construction plans and report for the facility. Design improvement <br /> I recommendations will include those to maximize capacity penmitted <br /> of <br /> land <br /> and those to reduce or minimize environmental impacts. <br /> <br /> B. Assuming no implementation of waste reduction technologies will be made in <br /> <br /> i Cabarrus County, CDM will: <br /> I. Estimate the remaining useful life of the landfill based upon the <br /> construction estimates of the existing <br /> existing <br /> permitted <br /> plans, <br /> "filled" contours, the solid waste projections made under Task II, <br /> <br />I estimates of in-place waste densities, conversations with operating <br /> personnel, and any in-house estimates made by Cabarrus County staff. <br />i 2. Based upon solid waste generation projections and typical in- <br /> place, compacted waste densities achieved, CDM will estimate the land <br />I ' disposal capacity that will be required in Cabamus County for a five <br /> year period, a ten year period, and a twenty year period. <br />I 3.; Using the results of parts a and b above, CDM will analyze the <br /> feasibility and need for expansion of currently permitted areas by <br />I acquisition of new permitted areas or borrow areas. Should expansion <br /> 'of permitted areas be required, CDM will meet with State Solid Waste <br /> I Section officials Io discuss the possibility, and permitting and <br /> construction requiremenls at each of the disposal facilities.
