I
!
· I Based upon our previous work with the County, we anticipate a significant
amount of effort being directed towards this task. A plan wit developed on
how best to develop and sequence the remaining portions of the existing
I landfill in a manner that maximizes its useful life in consideration of
protecting the environment and complying with future regulations requiring
I liners.
ICDM will develop a plan for the landfill addressing these issues and preparing
a conceptual layout/design of the virgin areas of the site for a lined landfill
expansion, and estimating the remaining life of the landfill. Consideration
I will be given to the treatment and handling of leachate. This plan will guide
future development of the landfill and provide a framework from which
Ialternatives for the future handling/disposal of solid waste in Cabarms County
can be evaluated as pm't of this master plan project.

It is understood that Iocational studies for entirely new sanilary landfill
facilities will not be conducted under this task.
I
TASK V -- VOLUME REDUL-I'ION BY INCINERATION
I
CDM will use the data collected for quantification and characterization of the

: waste stream to evaluate the feasibility of constructing incineration
I facilities with energy recovery. The subtasks involved in this evaluation are:

- · Evaluate energy markets
· Evaluate incineration facility costs
I Each is discussed below.

I A. Evaluate Energy Markets

I The success of any waste-to-energy project is highly dependent upon
securing a long-term reliable energy market capable of purchasing energy at

I a price sufficient to make the resource recovery plant economically
feasible. The objective of this subtask is to identify, assess, and
il. Page 7of 18
