Planning and Zouing Commission Minutes <br />March 20, 1991 Page <br /> <br /> Highway 49 for development purposes. They saw potential <br /> in this property, so they are trying to maximize that <br /> potential while at the same time minimizing the impact <br /> that that development would have on the snrronnding <br /> proper~y. 14r. Speas stated that Cabarrus County would <br /> have more control over egress/ingress if it were a <br /> special use other than what it is now where it is just a <br /> general and permitted use. ~r. Speas stated that the <br /> Amiri's would like for the Commission to recommend to the <br /> Couuty Commissioners to approve this rezoning. <br /> <br /> 14r. $hultz stated to Mr. Speas that he is confused about <br /> his reference to this rezoning being able ~o put the <br /> county in a better position to control egress and ingress <br /> as re~ard to the thoroughfare plan. <br /> <br /> ~r. Speas stated that the thoroughfare plan puts certain <br /> conditions on the property. But what Mr. & Mrs. Amiri <br /> are proposing by this particular type of rezoning is <br /> simply to make it even more subject to tbe Board's <br /> control over the egress/ingress because their site plans <br /> have to be approved. <br /> <br /> Mr. Shul~z stated that the Thoroughfare Overlay Plan is <br /> rather adequate in tha~ respect. <br /> <br /> Mr. Olio-Mills asked Mr. Newton if that was correct. <br /> <br /> Mr. New,on stated that there would be no difference <br /> whether it would go through this process or developed <br /> under the ARR zoning. The site plan would be reviewed <br /> under either zone. <br /> <br /> Mr. Hartgen ask'ed what would be the conditions of the <br /> Thoroughfare Overlay Zone ~hat would relate to this <br /> property. <br /> <br /> Mr. Nawtou stated that the Thoroughfare Overlay Zone <br /> restricts the number of curb cuts, increases the setback <br /> and requires some landscaping. <br /> <br /> Mr. Rick Starnes, Resident, stated to the Commission that <br /> he opposed this rezoning because of the traffic on <br /> Highway 49. <br /> <br /> Mr. Robert Young, Resident, stated to the Commission the <br /> concern he has is the traffic and he is opposed to this <br /> rezoning. <br /> <br /> Mr. Leonard Ail~f, Resident, stated to the Commission <br /> <br /> <br />
