Planning and Zoning Commission Minutes <br /> 15, 1991 Page 11 <br />May <br /> <br /> Mr. Olio-Mills addressed the Board stating the real thing <br /> the Board has to look at is do we want to set a precedent <br /> and change this a~ea to I-2 which will allow a concrete <br /> supply company to be located there. Do we want a <br /> concrete supply company out there? Mr. Olio-Mills said <br /> he does not feel the Board should allow that. He said <br /> the Board should not mess with the zoning and move it <br /> from C-4 to I-2. The whole thing boils down to money, <br /> who's going to make the dollar. Mr. Blackwelder, Real <br /> Estate Agent, talked about restrictions on the property. <br /> Mr. Walker who is going to be purchasing the property <br /> said he just heard about this tonight. Those two are not <br /> together on that. Last month we heard about the EPA from <br /> Mr. Walker about how good and strict they are on their <br /> inspections, air quality and runoffs. Mr. olio-Mills <br /> stated he talked with Ms. Smith with the EPA she said <br /> they will likely make an inspection, a minimum and <br /> possibly a maximum, of once a year. It is volunteer <br /> inspection, Mr. Walker will do the inspection and send it <br /> to her and if there is any problem with it then they <br /> would come out and inspect it. In.the Minutes from last <br /> month, Mr. Walker stated if his business increased to the <br /> potential, it probably would be 15 to 20 trucks a day. <br /> if he gets a contract from Philip Morris he does not see <br /> how he is to fulfill that contract with 20 <br /> going <br /> just <br /> trucks of concrete, when he believes it is 10 to 12 yards <br /> per truck. He does not feel that the Board needs to <br /> change the zoning out there. Mr. Olio-Mills MOTIONED to <br /> deny Petition 91-06, seconded by Mr. Smith. <br /> <br /> Mr. Amos stated the key thing is looking at the intent of <br /> the zoning ordinance in place. If you look at the <br /> concrete supply that is only permitted in the I-2 area it <br /> is not permitted in any of the commercial areas that the <br /> Board is carving out here. He with Mr. Olio-Mills <br /> agrees <br /> that the Board is setting a precedent here which he <br /> thinks is potentially compromising our plan. <br /> <br /> Mr. Shultz stated another thing the Board is dealing with <br /> is fostering the concept of finding supposedly under- <br /> zoned property on speculation and feeling for higher use <br /> zoning in order to maximum the gain on that particular <br /> piece of property. He is not sure that that is something <br /> the Board should support. <br /> <br /> Mr. Olio-Mills stated if the Board approves this rezoning <br /> that is going to leave roughly 29 1/2 acres out there. <br /> Within the forth-coming months there will be people back <br /> up here again wanting to rezone the remaining of that <br /> tract. <br /> <br /> <br />
